"Bottleneck" that has not been removed for 10 years
Luong Dinh Cua Street is a vital axis connecting the central area with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, which was started in 2015 with an expansion scale of 30 m, 2.5 km long (from Tran Nao Street to An Phu intersection), with a total investment of 826 billion VND.
However, after nearly 10 years of construction and many delays, the project has not been completed. In particular, the more than 500 m long section from Nguyen Hoang Street to An Phu intersection has become a "bottleneck" of frequent congestion due to not being expanded.

The main reason is that the land plot of more than 2.2 hectares (22,000 m2) on the Nguyen Hoang - An Phu section is currently overlapping with the An Phu Development Urban Area project invested by Thu Thiem Real Estate Joint Stock Company.
According to the Department of Agriculture and Environment of Ho Chi Minh City, since 2000, the city has approved the technical infrastructure project of An Phu Urban Area with an area of over 87 hectares, of which over 85 hectares are assigned to enterprises for implementation, the remaining 2.2 hectares are managed by the State to expand Luong Dinh Cua Street.
However, currently, departments and branches have determined that this area is still within the compensation scope of enterprise projects, because the Prime Minister has decided to reclaim land. On the contrary, the enterprise believes that this land belongs to the road boundary, not within the assigned area, so it is not responsible for compensation.
An Phu intersection is "verset"
Not only slowing down the progress of Luong Dinh Cua Street, the uncredited land is also within the scope of the An Phu intersection project - a key project with a scale of three floors, a total investment of more than VND 3,400 billion, expected to rescue traffic congestion at the eastern gateway.
The An Phu intersection is expected to complete the N2 bridge branch (for vehicles turning right from the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to Mai Chi Tho Street) before December 31, 2025 and the HC1-02 underpass (connecting directly from the Expressway to Mai Chi Tho) before January 15, 2026.

Branches of N3, N4 bridges (connecting Mai Chi Tho - Dong Van Cong road) and N1, N1.3 (left from Mai Chi Tho road to Ho Chi Minh City - Long Thanh expressway) are expected to open to traffic before June 30, 2026.
The N1.2 overpass branch (from Luong Dinh Cua Street to Ho Chi Minh City - Long Thanh Expressway) has completed pillars T4, T5, T7, but had to temporarily suspend construction due to the lack of a 22,000 m2 plot of land on Luong Dinh Cua Street.
The city is determined to resolve the issue
To resolve the problem, the Ho Chi Minh City People's Committee has assigned the Department of Agriculture and Environment to urgently review financial obligations and issue land use right certificates for 13 component projects in the An Phu Development Urban Area.
At the same time, the Ho Chi Minh City Department of Finance is assigned to preside over and coordinate with relevant units to clarify the legal basis, including the authority to recover, adjust the area of the investor and procedures for land allocation - recovery.
Based on the review, the Department of Finance has reported to the Ho Chi Minh City People's Committee and drafted a document recommending the Prime Minister to consider and allow adjustments to reduce the boundary of the An Phu Development Urban Area project. At the same time, Ho Chi Minh City will expand the boundary of the Luong Dinh Cua road project.

According to the Ho Chi Minh City Traffic Construction Investment Project Management Board, the city strives to hand over an area of 22,000 m2 on Luong Dinh Cua Street before February 28, 2026.
At that time, Luong Dinh Cua Street from Nguyen Hoang to An Phu intersection and N1.2 overpass branch will be completed in September 2026, contributing to reducing congestion and increasing traffic capacity at the eastern gateway of Ho Chi Minh City.
