Thanh My Tay Ward Party Committee has just organized a Conference of the Ward Party Committee Executive Committee (expanded), assessing the actual conditions and giving opinions on the plan to arrange administrative boundaries.
Thanh My Tay ward was established from wards 19, 22 and 25 of the old Binh Thanh district, with an area of 4.4 km2, reaching about 80% of the minimum area standard of 5.5 km2. Meanwhile, the ward population is more than 153,000 people, about 7.3 times the minimum level.
With a density of more than 34,800 people/km2, Thanh My Tay is an urban area with a large population, high density and complete urbanization. The locality believes that this poses high requirements in population management, infrastructure, transportation, urban order and public service provision.
The ward is located on Dien Bien Phu and Nguyen Huu Canh streets, playing a connecting role in the central area of Ho Chi Minh City. Many infrastructure renovation and development projects are being implemented in the area, including the Van Thanh canal project.

The commercial and service economy is also developing strongly, with nearly 8,000 businesses, more than 5,500 business households and 54 high-rise apartment buildings. Many apartment buildings in the area have a scale of 40 floors or more.
After assessing the actual conditions and the operation process of the 2-level local government model, the Executive Committee of Thanh My Tay Ward Party Committee unanimously proposed to maintain territorial stability, not to continue expanding the area through mergers in this research plan.
The results of the conference will be reported by the Thanh My Tay Ward Party Committee and proposed to the Standing Committee of the Ho Chi Minh City Party Committee for approval through the Organization Committee of the City Party Committee before August 30, 2026.
In addition to Thanh My Tay, 3 other wards including Binh Thanh, Gia Dinh and Binh Loi Trung established from wards in the old Binh Thanh district also did not meet the area standards.
However, all 3 wards organized a conference of the Ward Party Committee Executive Committee (expanded) and agreed not to merge.
Binh Thanh ward has an area of 3.32 km2 but a population of about 126,300 people.
After one year of operation, the ward assessed that the apparatus has gradually stabilized and operated properly. Administrative reform and digital transformation have been promoted, and the quality of service to people and businesses has been increasingly improved.
Therefore, the ward believes that keeping the current boundaries and organization will help maintain stability, limit disruption in operation and continue to improve service quality.
Gia Dinh ward has an area of only 2.76 km2, reaching more than 50% of the area standard, but has nearly 126,000 people, about 6 times the minimum level.
According to the locality, after one year of operation, the 2-level local government model is basically stable, operating smoothly, streamlined and reducing intermediate levels. Administrative reform and digital transformation continue to be promoted.
The ward has completed site clearance for the Xuyen Tam canal project before June 30th as required by Ho Chi Minh City.
From the above results, Gia Dinh ward proposes to maintain the current boundaries and organization to avoid disruption, and at the same time continue to improve the efficiency of serving people and businesses.
Binh Loi Trung ward has an area of 3.89 km2, a population of 116,121 people. The locality said that the apparatus is gradually stabilizing, officials and civil servants are adapting to new positions and tasks, while people are also gradually getting acquainted with the boundaries and methods of solving work.
Therefore, the ward hopes to have more time for the apparatus to stabilize, operate effectively, ensure that the government is close to the people, close to the people and create peace of mind for people and businesses.
