According to Report No. 162/BC-UBND of the Hanoi People's Committee on the situation and progress of project 06 implementation in April 2025, signed by Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong and issued on April 29, as of April 19, the whole city has 476 public service agents, covering 30 districts, towns and cities.
Regarding the group of joint birth and death registration, as of April 15, the city has jointly registered births and issued health insurance cards to 175,696 children under 6 years old; at the same time, jointly registered deaths and provided burial subsidies for 1,160 cases.
The Department of Agriculture and Rural Development and the Department of Natural Resources and Environment of Hanoi City continue to preside over and implement the following tasks: propagating and guiding people to carry out online payment procedures for financial obligations related to land on the National Public Service Portal; guiding citizens to submit documents online and perform 3 administrative procedures on the City Public Service Portal; guiding people to scan QR codes to pay administrative fees and charges.
To date, 100% of citizens do not have to present or submit their citizen identification cards when performing administrative procedures related to the land sector, because the Hanoi Public Service Portal has connected and shared data with the National Public Service Portal and the population database of the Ministry of Public Security. Of which, 98% of administrative fees and charges have been paid non-cash via QR code.
By the end of March 2025, the Hanoi Department of Natural Resources and Environment has resolved and implemented online payments of financial obligations on land for more than 10,000 records, achieving an online payment rate of 30.6%, equivalent to the amount collected of more than 300 billion VND.
Regarding the implementation of the application of solutions for finding and paying for cashless parking services, Hanoi City aims to gradually form a smart transportation system; ensure state management at parking lots and temporary parking lots; limit and move towards completely eliminating the use of cash, and make toll collection transparent.
Regarding medical examination and treatment with chip-embedded citizen identification cards to replace health insurance cards, as of April 4, medical facilities in the city have received 9,606,441 patients.
In May 525, the Hanoi People's Committee assigned the Department of Construction to accelerate the integration of bus tickets on VNEID application, in collaboration with the C06 Department - Ministry of Public Security to unify the method of connecting and integrating as required. At the same time, researching and directing Hanoi Railway Co., Ltd. closely coordinated with the C06 Department and the Ministry of Construction to pilot biometric authentication solutions through VNEID application when using urban railway services. In the immediate future, the pilot will be deployed at 2 routes: route 2A (Cat Linh - Ha Dong) and route 3 (Nhon - Hanoi station).
