In 2026, focus on completing and issuing projects; developing implementation plans, programs, projects, and component projects; consolidating the direction and administration mechanism; identifying priority tasks, needs and resources allocation plans; guiding communes and wards to apply appropriate criteria for implementation in localities.
Phase 2027 - 2030 to organize synchronous implementation in the pilot area; regularly inspect, supervise, and evaluate the results of implementation based on the set of criteria; promptly remove difficulties and obstacles, adjust inappropriate contents; and at the same time monitor and evaluate the application of criteria in the remaining communes and wards.
In 2030, organize preliminary reviews and evaluations of pilot results, improve criteria, mechanisms, policies and implementation methods, as a basis for considering expanding and replicating the model in the next phase.
The period 2031 - 2035 continues to deploy and complete the model, expanding it to eligible areas.
In 2035, organize a summary of the project, comprehensively assess the results, impacts, feasibility and effectiveness of implementation, as a basis for reporting to competent authorities to consider replicating the model throughout the city.
