Firm belief in the flag of national independence and socialism
President Ho Chi Minh affirmed that national independence is a prerequisite for building socialism (CNXH), and CNXH is the most solid way to ensure that independence is maintained, and the people have a prosperous, free, and happy life. He once emphasized: "Only CNXH and communism can liberate oppressed nations and workers around the world from slavery"[1] and "the national liberation revolution must develop into a socialist revolution to achieve complete victory"[2].
From the starting point, President Ho Chi Minh simply expressed that socialist society is a society where material life is increasingly full, and spiritual life is increasingly improved. He also emphasized that it is necessary to be persistent, persistent, and build step by step to achieve long-term goals, not subjective or hasty, and not subjective.
Right from its birth, the Communist Party of Vietnam has identified the path of national development as national independence associated with socialism. Vietnam has gradually established and steadfastly followed the socialist social model through Party documents.
At a meeting with voters in the Capital on May 4, General Secretary and President To Lam suggested research and piloting the "Socialist Commune and Ward" model in Hanoi. It can be seen that this is not just an administrative proposal but reflects the development of new thinking in the process of realizing the values of socialism in Vietnam. This also reflects the belief in the conditions and premises for development that the country has accumulated after many decades of renovation - affirming efforts to realize the ideal of national independence associated with socialism with practical results in the daily lives of the people, when development conditions have gradually converged and ripened.
Piloting the "socialist commune and ward" model does not mean a privilege of development
In the context of the country entering a new stage of development with the requirement to strongly shift from growth to high-quality development, from traditional social management to organizing modern social life, finding suitable development models at the grassroots level becomes an inevitable requirement from practice. Organizing the construction of socialist commune/ward models to test and summarize the practice of Hanoi's development process according to the socialist orientation, thereby perfecting mechanisms and policies to build a socialist Capital.
According to the draft Project, "Socialist communes and wards" are identified as an integrated development and management organization model at the grassroots level, in which the government not only performs administrative functions, but directly transforms the goals and values of socialism into specific development results in the area.
On the basis of concretizing the characteristics of socialism into the Capital's conditions, the Project identifies core contents including: Building a grassroots political system; developing smart infrastructure and living space; economic development; ensuring social security; developing culture and people; building the environment; ensuring national defense and security; promoting science and technology and digital transformation.
Some opinions also suggest that Hanoi is the center, the Capital, the pilot model already has conditions for development, so it is also necessary to correctly recognize this issue. Choosing Hanoi for research and piloting is not because of the mindset of prioritizing privileges for the Capital, and even less because of the concept that only large, potentially rich cities can build high-quality socialist models.
Identifying the "pilot to pave the way" mindset as not a "development privilege". Hanoi is a locality with favorable conditions for early deployment, thereby summarizing practice, perfecting models and creating a reference basis for other localities, in accordance with specific conditions.
It can be seen that the greatest value of the pilot project lies not in the name "socialism" but in the effort to transform the characteristics of socialism from a macro-theoretical perspective into criteria that can be felt in the daily lives of the people.
The model aims to reorganize the development space, restructure socio-economic activities, innovate management methods, ensure harmony between economic growth and progress, social justice, cultural and human development, and promote the people's right to mastery. Notably, the level of improvement in living quality, satisfaction and happiness of the people is identified as the most comprehensive and important measure.
Therefore, the research and pilot of the "Socialist Commune and Ward" model continues to reflect the spirit of daring to think, dare to do, dare to innovate for the common interests of the country and people.
