To date, Quang Ninh province has ensured 5/5 conditions for establishing a city according to the provisions of Clause 2, Article 8 of the Law on Organization of Local Government and achieved 7/7 criteria for establishing a city according to the provisions of Article 4 of Resolution No. 112/2025/UBTVQH15 of the National Assembly Standing Committee. The 7 criteria that Quang Ninh province has achieved include:
Regarding population size (standard 1), Quang Ninh currently has 1,523,400 people. According to regulations, the population size of a centrally-run city must be from 2.5 million people or more. However, applying the provisions of Clause 1, Article 6 of Resolution No. 112/2025/UBTVQH15, the population size standard for Quang Ninh is calculated from 1.25 million people or more, so the locality meets this standard.
Regarding natural area (standard 2), Quang Ninh has an area of 6,231.27km2, far exceeding the minimum level of 2,500km2 according to regulations.
The ratio of wards (standard 3) to the total number of commune-level administrative units of the province reached 55.56%, higher than the required level by 30% or more.
The urbanization rate (standard 4) of Quang Ninh reached 81.23%, exceeding the regulated level of 45%.
Regarding the standards for location and function (standard 5), Quang Ninh is identified in the planning or orientation approved by competent authorities as a national or regional-level integrated center in economy, finance, culture, education, training, tourism, health, science and technology; as a traffic and exchange hub in the country and internationally, playing a role in promoting socio-economic development of the region and the whole country.
Regarding urban standards (standard 6), Quang Ninh has been recognized as meeting the criteria of a type I urban area according to Decision No. 1026/QD-BXD dated June 26, 2026 of the Minister of Construction.
Regarding the structure and level of socio-economic development (standard 7), Quang Ninh is one of the localities that balances its budget and makes a large contribution to the state budget. In 2025, the total budget revenue of the province reached 85,909 billion VND, equal to 155% of the central budget estimate and 150% of the provincial budget estimate.
The proportion of industry - construction and services in the province's GRDP reached 83.99%, higher than the required level of 80% or more.
The average income per capita of Quang Ninh in the last 3 years has been higher than the national average. Specifically, in 2023 it reached 63.54 million VND/person, in 2024 it reached 70.80 million VND/person and in 2025 it reached 83 million VND/person. Meanwhile, the national average is 59.48 million VND/person, 64.98 million VND/person and 71.02 million VND/person respectively.
The GRDP growth rate of the province in the period 2023 - 2025 reached 9.26%, 8.26% and 11.89%, both higher than the GDP growth rate of the whole country in the same period, respectively 5.07%, 7.09% and 8.02%.
Notably, in the period 2023 - 2025, Quang Ninh no longer has poor households according to multidimensional poverty standards, while the poverty rate of the whole country is 4.03% in 2023, 1.93% in 2024 and 1.30% in 2025 respectively.
According to Quang Ninh Provincial People's Committee, after establishment, Quang Ninh city has 6,231.27 km2 of natural area and a population size of 1,523,400 people; with 54 commune-level administrative units, including: 30 wards, 22 communes and 2 special zones.
Administrative boundaries of Quang Ninh city: East borders the East Sea; West borders Bac Ninh province and Lang Son province; South borders Hai Phong city; North borders China.
Regarding headquarters and public assets: In the immediate future, use the existing headquarters and public assets of Quang Ninh province.
Regarding the plan to arrange and consolidate the organizational structure: Basically maintain the organizational structure of agencies, organizations, and units in the current political system of Quang Ninh province; and at the same time establish new agencies and units in accordance with the Party's regulations, the organization's charter and the law.
Plan for arranging and assigning the contingent of cadres, civil servants, and public employees: In the immediate future, maintain the status quo of the contingent of cadres, civil servants, and public employees at agencies and units in the current political system of Quang Ninh province; at the same time, Quang Ninh has a plan and roadmap to implement personnel arrangement and assignment according to regulations to ensure suitability with the urban government.
