Recently, on the afternoon of March 15, on Hoang Cong Street, Kien Hung Ward, Ha Dong District (Hanoi), an accident occurred between a homemade three-wheeled vehicle and a motorbike rider, injuring the victim. According to witnesses, the homemade tricycle driver driving at a fairly high speed crashed straight into a motorbike (unknown direction) with license plate 29BE-075.xx, causing the front wheel to accelerate, causing the entire motorbike to be under the ground. The accident injured the motorbike driver and took him to the emergency room.
The authorities have determined that this is one of three serious accidents involving three-wheeled vehicles that have occurred in recent days in Hanoi, including one student victim who died. On the afternoon of March 13, in an alley in a residential area of La Phu commune, Hoai Duc district, a three-wheeled vehicle without a license plate driven by a man (identity unknown) suddenly collided with a bicycle driven by a student, going out of the alley. The strong collision caused the student to be trapped between a three-wheeled vehicle and a wall of a house. The three-wheeled vehicle rider quickly and the people took the student to the emergency room, but the victim died later. The victim was identified as a student at La Phu Primary School.
In fact, homemade three-wheeled vehicles are vehicles that have been banned from circulation. Resolution No. 05 dated February 4, 2008 of the Government stipulates that no new licenses will be granted for the circulation of three-wheeled motor vehicles; for existing three-wheeled motor vehicles, regulations will be issued to prohibit the circulation in the inner city, inner city and national highways, including imported 3-wheeled motor vehicles. Article 17 of Decree 100 of 2019 of the Government also stipulates that homemade vehicles are prohibited from circulation. In Hanoi, since mid-2017, the city's Department of Transport has proposed to the City People's Committee a roadmap and solutions to limit and prohibit the use of three-wheeled vehicles for freight transport. However, up to now, the authorities are still struggling to find a solution to handle it completely, while homemade vehicles are still operating openly.
One of the reasons why homemade three-wheeled vehicles continue to circulate is the convenience of transporting construction materials to serve construction works, helping to reduce costs. On the other hand, other regulations also allow people with disabilities to use three-wheeled vehicles to move and many people take advantage of this to "expand" them into means of transporting goods.
From recent accidents caused by homemade three-wheeled vehicles, it is necessary to have a policy mechanism to convert and completely eliminate unsafe vehicles from life, including three-wheeled vehicles, to avoid hauntings on the streets.
