The telegram sent to the People's Committees of coastal provinces and cities from Quang Tri to An Giang and ministries and branches stated: Currently, a tropical depression is active in the eastern sea of the Philippines; at 8:00 a.m. on November 24, 2025, the center of the tropical depression was at about 9.5 degrees north latitude; 127.8 degrees east longitude; the strongest wind near the center of the tropical depression was at level 7, gusting to level 9.
Moving west-northwest at a speed of 20km/h, expected to enter the southeastern sea area of the central East Sea, towards the Central region - which has been severely damaged by floods in recent days and is likely to strengthen into a storm. To proactively respond to the tropical depression that is likely to strengthen into a storm in the context of the Central region continuing to overcome the consequences of severe rain and floods in the recent past, the National Steering Committee for Civil Defense recommends that People's Committees of provinces, cities and ministries and branches:
The provinces in the South Central region urgently focus on implementing to overcome the consequences, restore production and business, and stabilize people's lives after the recent historic floods according to Official Dispatch No. 227/CD-TTg dated November 23, 2025 of the Prime Minister; ready to respond to the next natural disaster.
Closely monitor warnings, forecasts and developments of tropical depressions that are likely to strengthen into storms; notify captains, owners of vehicles and boats operating at sea to proactively avoid and have appropriate production plans, ensure safety of people and property; maintain communication to promptly handle possible bad situations.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to tropical depressions that are likely to strengthen into storms and floods.
Prepare forces and means to deploy rescue work when situations arise.
