The Congress was attended and directed by Permanent Vice President of the Central Committee of the Vietnam Women's Union Tran Lan Phuong.
In her opening speech, Chairwoman of the Provincial Women's Union Luong Thi Hanh affirmed that more than a million Thanh Hoa women are looking forward to the Congress with great confidence and expectations. The Congress is a milestone continuing the glorious tradition of Vietnamese women and Thanh Hoa women, while demonstrating responsibility to the Central Committee of the Association, the Provincial Party Committee and cadres and members throughout the province.
The political report submitted to the Congress shows that in the 2021-2026 term, the leadership of Party committees, authorities and the support of organizations have helped the women's movement in the province achieve strong development, contributing positively to the province's rise. All 9/9 targets of the Resolution of the 18th Congress were completed and exceeded the plan, many targets reached outstanding levels.
The Association at all levels has registered and implemented nearly 4,600 projects, the part of the work of participating in the construction of new rural areas, reaching 165.67% of the target. The movement to support women in building civilized, green - clean - beautiful families has achieved impressive results with more than 55,300 households supported to meet the criteria of "5 no, 3 clean", "5 yes, 3 clean".

Humanitarian and social security activities continue to spread widely: over 78,000 poor women are supported with a total value of nearly 50 billion VND; 2,301 orphans are regularly sponsored; nearly 7,000 members are trained in entrepreneurship skills (reaching 465.8% of the target). The Association has supported 2,529 women to start a business and participate in the establishment of 565 women's enterprises, more than double the set target. The whole province has 12,165 households escaping poverty and near-poor thanks to the support of associations at all levels.
The Thanh Hoa women's movement has been recognized with many noble awards: The Provincial Women's Union was awarded the Emulation Flag by the Prime Minister; three consecutive years received the Excellent Emulation Flag by the Central Committee of the Union. Associations at all levels in the province were awarded 2 Medals, 17 Emulation Flags, and more than 3,000 certificates of merit.
For the 2025-2030 term, the Congress identified the motto "Solidarity - Creativity - Dedication - Development", aiming to build an effective, flexible and modern Association organization; a team of cadres of the Association who are brave, responsible and innovative; arousing the spirit of autonomy and aspiration to rise up of women of all ethnic groups in the province, contributing to making Thanh Hoa a modern industrial province.

Speaking at the congress, Permanent Vice President of the Central Committee of the Vietnam Women's Union Tran Lan Phuong praised the outstanding achievements of Thanh Hoa women. She emphasized that all activities of the Association must put women at the center; take the legitimate rights, interests and progress of women as the goal. Associations at all levels need to promote the application of information technology, digital transformation; concretize and effectively implement emulation movements and key campaigns; build a professional and effective Association organization.

On behalf of the leaders of Thanh Hoa province, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee Trinh Tuan Sinh suggested that the Provincial Women's Union closely follow the major policies of the Party, especially the 7 strategic resolutions of the Politburo and the Resolution of the 20th Provincial Party Congress, associated with the model of a two-level local government. The Association needs to continue to innovate the content and methods of activities, focusing on the grassroots; strengthen coordination, advise and propose solutions to improve the effectiveness of women's work, making practical contributions to local socio-economic development.

The Congress also announced the results of the first session of the 19th Executive Committee, launched a new Executive Committee and a delegation to attend the 14th National Women's Congress. Ms. Luong Thi Hanh was re-elected as President of the Women's Union of Thanh Hoa province for the 2025-2030 term.
