On March 31, at the 24th Session, the People's Council of Bac Lieu province, term X (term 2021 - 2026), unanimously approved the Resolution on supporting loan interest rates at credit institutions for projects investing in buses; investing in the construction of infrastructure for public passenger transport by bus; supporting users of public passenger transport services by bus through the policy of exempting and reducing ticket prices in Bac Lieu province.
The subjects of application under the Resolution include: State management agencies, organizations and individuals related to the organization of implementation and settlement of policies to support loan interest rates at credit institutions for projects to invest in bus vehicles, investment in the construction of infrastructure to serve public passenger transport by bus.
The Resolution also supports users of public passenger transport services by bus through the policy of exemption and reduction of ticket prices in Bac Lieu province; agencies, organizations and individuals related to investment, management, exploitation and use of public passenger transport services by bus in Bac Lieu province.
Support loans to invest in public passenger transport by bus. The loan limit is supported with interest rates based on actual loans, but not exceeding 70% of the total investment of a transport investment project; the support level is 50% of the interest rate payable in practice within the prescribed limit. Interest rate support period, according to the actual loan period of each loan, but not exceeding 5 years.
In addition, support investment in building infrastructure to serve public passenger transport by bus.
In addition, support users of public passenger transport services by bus for bus routes in the province. Free tickets for children under 6 years old, people with severe disabilities and people with special disabilities; 50% discount on tickets for people with revolutionary contributions, the elderly, students who are Vietnamese citizens.
The funding source for implementation is from the provincial State budget and other legal sources.
According to the People's Committee of Bac Lieu province, since 2008, Bac Lieu province has put into operation 6 non-subsidized bus routes invested and covered by enterprises and cooperatives. Due to the impact of the COVID-19 epidemic, the number of passengers has decreased, operations are ineffective; vehicles have been used for 12-17 years, have degraded, need to be replaced but lack funding.
On the other hand, infrastructure such as parking lots and end points are not reasonable, stops and waiting rooms have not been properly invested in to ensure traffic order and safety and create urban beauty.
