The decision clearly states: Stop the implementation, terminate the above project and conduct the settlement of items and costs of compensation, support for resettlement that have been implemented according to regulations.
Reason for stopping: The project has expired its implementation time (October 2022) but has not completed the remaining items.
Currently, the project has been completed and approved for final settlement of items: Tien That, Tam Bao, Ta - Huu corridor, Hau Duong house; building new Tam Quan, To house, kitchen, warehouse, garden, internal road...
The items that are stopped from being implemented include: Ponds and pagoda embankments, parking lots and fences adjacent to National Highway 17 (due to site clearance problems and the construction drawing design step has not been implemented).
It is known that in 2002, the Chairman of Bac Ninh Provincial People's Committee decided to approve the project to restore and embellish the Dau Pagoda relic site, Thuan Thanh district (old). Bac Ninh Museum is the project investor.
After many project adjustments, by 2011, the total investment was more than 33.7 billion VND. In the period 2002-2014, Bac Ninh Museum has completed a number of items.
The remaining items that have not been implemented: lake embankment, parking lot, fence because the site has not been cleared and handed over to Thuan Thanh Town People's Committee, now Tri Qua ward, to continue implementation.
In 2017, the project's total investment was adjusted to more than 79.7 billion VND. However, by the end of 2020, the project had not completed compensation for site clearance and resettlement. The project was adjusted by competent authorities to the end of October 2022, but encountered some difficulties, so it was stopped from 2022 to now.
Previously, on the afternoon of January 15, the Bac Ninh Provincial People's Committee organized a conference to remove difficulties and obstacles in the project implementation process. At the conference, the Thuan Thanh Construction Investment Project Management Board proposed to the Bac Ninh Provincial People's Committee, departments, agencies, and sectors to consider allowing the project to be stopped and terminated.
Dau Pagoda is located in Tri Qua ward, Bac Ninh province, 32 km from Hanoi. According to historical records, the pagoda was built in 187 and completed in 226. This is considered the oldest pagoda associated with the formation and development of Buddhism in Vietnam.
The architectural highlight of Dau Pagoda is the 17m high Hoa Phong tower located in the middle of the yard with a structure made of handmade fired brick.
Like many other ancient pagodas, Dau Pagoda is built in the style of "nội công ngoại quốc", with four rows of rectangular interconnected houses surrounding the three main houses. Two parallel corridors, connecting the front and back halls, are places to worship the Eighteen Arhats - 18 devotees of the Buddha.
