Bac Ninh Provincial People's Committee has just issued a decision on establishing a working group to remove difficulties and obstacles for the "An Khanh - Bac Giang Thermal Power Plant" project.
Accordingly, the Task Force includes:
1. Head of the Task Force: Mr. Pham Van Thinh - Vice Chairman of the Provincial People's Committee.
2. Deputy Head of the Task Force, including: Ms. Vu Thi Phuong Thao - Deputy Director of the Department of Finance; Mr. Bui Quang Huy - Deputy Director of the Department of Agriculture and Environment.
In addition, there are members of the Task Force who are leaders of some Departments and sectors and assisting members of the Task Force.
The working group is responsible for reviewing and comprehensively assessing difficulties and obstacles for the management tasks of the sector and localities affecting the project implementation; updating and grasping the project implementation situation; supporting the resolution and removal of difficulties and obstacles in projects or proposing solutions to competent authorities to resolve existing issues beyond their authority to accelerate project implementation progress.
According to the reporter's investigation, the An Khanh - Bac Giang Thermal Power Plant project is invested by An Khanh - Bac Giang Thermal Power Joint Stock Company.
The project is located in Vu Xa commune, Luc Nam district, Bac Giang province (now Cam Ly commune, Bac Ninh province), is a group A project, level I industrial works.
The project was approved with a total investment of more than 23,601 billion VND, invested in the form of IPP (independent power project, not using state budget capital, mainly using private capital) using equity, commercial loans and other mobilized sources.
The project implementation time (completion and commercial power generation) is in 2023 and is extended to December 2025 according to decisions of the People's Committee of Bac Giang province (old).
Recently, the Government Inspectorate issued an inspection conclusion on difficult and problematic projects under the management of the Ministry of Industry and Trade. In which, the conclusion clearly pointed out many violations at the An Khanh - Bac Giang Thermal Power Plant project.
