Accordingly, the People's Committee of Bac Ninh province stipulates that 24 perennial crops can be converted on rice-growing land including: grapes, mangoes, xiam roses, bananas, dragon fruit, papaya, jackfruit, guava, star fruit, grapefruit, oranges, lemons, tangerines, lentils, kumquat flowers, peach trees, arrowroot, sanh, si, green asparagus, areca for fruit.
This is a type of plant that is planted once, grows for many years and is harvested once or many times.
The People's Committee of Bac Ninh province assigned the Department of Agriculture and Environment to annually preside over and coordinate with departments, branches and localities to review and propose to the Chairman of the Provincial People's Committee to consider issuing a Decision to amend and supplement perennial crops converted on remaining rice-growing land in the province.
At the same time, advise the Provincial People's Committee to direct the development and implementation of a Plan for converting crop and livestock structure on rice-growing land in the province; synthesize reports on the results of the conversion of crop and livestock structure on rice-growing land to the Provincial People's Committee and the Ministry of Agriculture and Environment according to regulations.
Every year, the People's Committees at the district and commune levels propose a list of perennial crops converted on remaining rice-growing land, ensuring compliance with local actual conditions; instruct rice-growing land users to register for conversion in accordance with regulations.
Organize inspection and supervision of the conversion of crop structure on rice-growing land according to the registration content; strictly handle violations of regulations on rice-growing land management and other provisions of the law on land.
According to Article 8 of Decree No. 112/ND-CP dated September 11, 2024 of the Government, rice-growing land users who want to convert to perennial crops must submit a registration for converting crop and livestock structure on rice-growing land to the People's Committee at the commune level (with a form according to the instructions).
Within 5 working days from the date of receipt of the valid registration for conversion of crop structure on rice-growing land, if the registration is consistent with the plan for converting crop and livestock structure on annual rice-growing land of the commune, the People's Committee of the commune shall issue a document approving the conversion and send it to the registered rice-growing land user; if not suitable, the People's Committee of the commune must notify in writing the registered rice-growing land user.
