On the evening of January 3, a Facebook post was circulated claiming that a young man in Hanoi had received more than VND50 million just one day after reporting a traffic violation. This information was quickly shared and commented on with many conflicting opinions, causing a stir in public opinion.
However, the Traffic Police Department (Hanoi City Police) affirmed that this is fabricated information, causing public confusion and negatively affecting the spirit of the movement "All people participate in detecting and providing information reflecting violations of traffic safety and order" which has been implemented very effectively by Hanoi City Police in recent times.
Currently, the authorities are verifying the individual who posted the false information above.
Regarding the payment of support to individuals and organizations providing information reflecting administrative violations of traffic safety and order, it is stipulated in Decree 176/2024 of the Government, effective from January 1, 2025.
Accordingly, the expenditure for this content shall not exceed 10% of the administrative fine and shall be a maximum of VND 5 million/case.
Traffic police units (Traffic Police Department; Traffic Police Department; Traffic Police and Order Team under District-level Police) are responsible for publicly announcing information, including: Location, postal address, email box, electronic information portal or website, social network account, hotline phone number of the unit for individuals and organizations to provide information.
In addition, people can provide information and images of violations by installing and using the VneTraffic application developed by the Ministry of Public Security.
According to Circular 73/2024 of the Ministry of Public Security, the collected data must ensure the following conditions: Not infringing upon the rights to freedom, honor, dignity, privacy, personal secrets, other rights and legitimate interests of individuals and organizations as prescribed by law.
At the same time, the data must objectively, accurately and honestly reflect the violation, time and location of the violation.
Regarding payment to information providers, the criteria for payment for each content will soon be specified by relevant agencies in documents guiding the implementation of Decree 176/2024 of the Government.
