According to report No. 150-BC/DU dated April 24, 2026 of the Party Committee of Ninh Binh Provincial People's Committee, the solid domestic waste landfill in Quen Kho valley (in Trung Son ward, Ninh Binh province) includes two landfills A and B, formed in 1999 and has been operating for 26 years.
To date, the landfill has been seriously overloaded and no longer has the capacity to receive garbage since March 2026.
Faced with the above situation, Ninh Binh province has implemented many temporary solutions to maintain the operation of the landfill. In which, more than 2,000m3 of weathered soil and rocks have been dumped to open a road to the landfill, expanding the burial area at pit B.
Currently, there are still more than 500 tons of domestic waste from the area belonging to the old Ninh Binh province being brought here for treatment every day.

For pit A that is overloaded, the management unit has sprayed deodorizing biological products and used tarpaulins to limit environmental pollution. According to the report, the amount of waste in pit A has decomposed strongly, the height of the landfill has decreased by about 1.5m, does not emit odors and does not generate leachate into the environment.
However, according to the assessment of the Party Committee of Ninh Binh Provincial People's Committee, the possibility of receiving garbage at Thung Quen Kho can only be maintained for about 3 more months. Meanwhile, the Ninh Binh Waste-to-Energy Plant Project, although the investment policy has been approved, has not yet been implemented because the enterprise has not completed legal procedures and allocated capital. It is expected that it will take more than 2 more years for the plant to be put into operation.
To resolve the above urgent situation, on May 6, 2026, Ninh Binh Provincial People's Committee issued document No. 2853/UBND-VP3 agreeing on the policy of implementing a bidding plan to select a competent waste treatment unit, installing a treatment line right within the landfill of Thung Quen Kho.
The expected treatment capacity is about 250 tons/day. The remaining waste will be channeled to Greenity Nam Dinh Waste Power Plant about 200 tons/day and Ninh Binh Solid Waste Treatment Plant about 50 tons/day.
Accordingly, waste after receiving will be microbially treated, ground, sifted and classified for recycling and maximum reuse; the part of waste with heat value will be transferred to cement plants for treatment, limiting the volume of waste to be buried.
In addition to the immediate solution as above, Ninh Binh province is also developing a plan to thoroughly handle the amount of waste accumulated at two landfills A and B in Thung Quen Kho to treat environmental pollution, removing this area from the list of seriously polluting facilities according to the Prime Minister's decision.
Previously, in April 2026, Ninh Binh Provincial People's Committee established a working group to solve difficulties and shortcomings in receiving and treating waste in the Quan Kho valley area.

The working group is headed by Mr. Nguyen Anh Chuc - Vice Chairman of the Provincial People's Committee, Mr. Dinh Van Tien - Director of the Department of Agriculture and Environment - as deputy head and 7 other members.
The working group has the task of basing on current regulations and policies to advise and propose to competent authorities to solve difficulties and obstacles in receiving and treating waste in the Quan Kho valley area. At the same time, summarize the implementation results and report to the Provincial People's Committee before 9 am every Wednesday.
