Hai Duong Ward People's Committee has just issued a decision to sanction administrative violations against Mr. Luu Van Linh (born in 1992, residing in Tien Dat area, Ai Quoc ward, Hai Phong city) for the act of dumping ordinary solid waste in violation of environmental protection regulations.
According to the Decision, at about 3:00 PM on February 3, 2026, in the area of the Huu Thai Binh riverbank in the administrative boundary of Hai Duong ward - where it has been announced that dumping and gathering waste and construction waste is prohibited - Mr. Luu Van Linh dumped waste generated from construction foundation excavation activities with a volume of about 1 vehicle, weighing about 4.5 tons.
The above act violates point d, clause 8, Article 26 of Decree No. 45/2022/ND-CP of the Government on sanctioning administrative violations in the field of environmental protection. Based on current regulations, Hai Duong Ward People's Committee decided to fine Mr. Luu Van Linh the amount of 22,500,000 VND.
In addition to fines, violating individuals are also forced to restore the original environmental condition; collect all illegally dumped waste and transfer it to a functional unit for treatment according to regulations within 10 days from the date of receiving the decision.
Hai Duong Ward People's Committee requests individuals who violate to strictly comply with the sanctioning decision; and at the same time said that it will continue to strengthen inspection and strictly handle violations of environmental protection, contributing to maintaining landscape, urban order and living environment in the area.
