On January 20, according to information from the People's Committee of Linh Nam ward, the ward government has just organized a working session with city departments, branches and businesses with concrete and asphalt mixing stations in the Red River bank area to deploy violation handling according to the direction of the City People's Committee.

At the working session, businesses proposed "additional deadline" for handling projects.

Mr. Nguyen Trung Son - Director of Hoang Minh Development Investment and Building Materials Joint Stock Company said that if 15 units stop at the same time, many problems will arise, especially with signed concrete contracts... Therefore, Mr. Son proposed to extend it until after Tet to have more time to complete procedures according to regulations.

Mr. Le Quy Lan - Director of Delta M Construction Materials and Trading Joint Stock Company proposed that the city study and supplement planning for other areas to avoid "breaking the supply chain"; at the same time, create a legal mechanism, guide the settlement of dossiers and documents so that businesses have a suitable transition roadmap.

Representatives of state management agencies emphasized the requirement to thoroughly handle violations according to the city's direction, focusing on land discipline, construction order and environment.

Representatives of the Hanoi Department of Agriculture and Environment noted that the actual land use situation in the port area and riverbanks is currently "not for the right purpose": land is identified for goods gathering, but in reality there are production activities, installation of mixing stations, generating content that is incorrect about planning.

Meanwhile, to be considered for operating licenses, conditions on land - investment - construction - environment must be synchronous and suitable for the purpose of land use.

Among them, the most important dossier is the "environmental permit", but according to reports, many businesses do not have this permit. The remediation of consequences needs to be implemented in the correct order: stopping operations, dismantling according to a specific roadmap and environmental treatment.

Representatives of the Hanoi City Inspectorate affirmed that they maintain their views according to the inspection conclusions, and requested localities and businesses to proactively plan and show responsibility for the life of the Capital - especially in the context of the city implementing tasks and projects to embellish landscapes and develop riverside space.

Will resolutely handle it

At the working session with businesses, leaders of Linh Nam ward affirmed the viewpoint of strictly handling, in accordance with the notice - stopping operations, overcoming violations, ensuring land, environment and people's lives.

According to the report of the People's Committee of Linh Nam ward, 16 concrete mixing stations (of which 1 mixing station has stopped operating but has not dismantled and relocated all works and assets from the riverbank area) have existed for many years, since the time of Hoang Mai district.

When the 2-level government went into operation, Linh Nam ward repeatedly inspected, urged, and fined violations, some businesses were fined up to 180 million VND. Concrete and asphalt mixing stations in the area violated land use regulations, construction procedures, and environmental regulations.

During the inspection process, the ward issued many documents requesting to stop operations, dismantle, relocate, and restore the status quo; and at the same time organized inspections and administrative sanctions for most mixing stations.

From July 2025 to October 2025, the Economic, Infrastructure and Urban Department of the ward conducted a comprehensive inspection of the operation of 16 mixing stations. In total, more than 20 administrative documents have been issued, 3 times requesting units to stop operating and dismantle violating works. Linh Nam Ward People's Committee has fined 14/16 stations with the amount of 2.176 billion VND.

Notably, the ward has developed a plan to inspect and apply measures to request the cessation of electricity and water service for violating works in the Red River bank area;

At the same time, record progress milestones according to the content of working with departments and branches: January 22, 2026, issue a decision to stop power supply (starting from January 31, 2026).

Mr. Nguyen Van Duc - Chairman of Linh Nam Ward People's Committee affirmed that the consistent message is to resolutely handle violations in accordance with the directions and notices of competent authorities.

The handling of prolonged problems must be carried out strictly, synchronously, publicly, and transparently; in which, cases of land use for wrong purposes must be immediately rectified, not allowing new consequences to arise.

Chairman of Ward People's Committee Nguyen Van Duc clearly stated the implementation milestone: from January 22, coordinate with the power unit to stop power supply according to the plan; by January 31, implement power cuts according to the announced schedule.

For units with specific factors, the Chairman of the Ward People's Committee requested to implement the correct procedures, complete documents in coordination with the managing agency, but the general view is "no forbidden zones, no exceptions" - the ultimate goal is to bring operations back to the law, ensure traffic safety, environment and urban order, and maintain stable people's lives in the area.

In the coming time, Linh Nam Ward People's Committee said it will continue to summarize each case, based on violation records and related legal conditions to organize and implement in accordance with regulations;

At the same time, coordinate with departments and branches to guide businesses to carry out procedures in accordance with the legal framework, but without changing the core requirement of stopping operations, overcoming and dismantling violating items, and restoring the status quo according to the established roadmap.
