On October 1, the Government Office announced that it had just issued Notice No. 526/TB-VPCP on the conclusion of Deputy Prime Minister Mai Van Chinh at the working session of Inspection Team No. 7 on reviewing and removing difficulties and obstacles related to key transport projects planned to be completed in 2025 to achieve the target of 3,000km of expressway.
According to the announcement, the project implementation results still have some shortcomings and limitations.
The task of relocating high-voltage power has not been completed on time on September 15: there are still 8 locations in Dong Nai (component project - DATP 3), 1 location in Ho Chi Minh City (DATP 5), 1 location in Tay Ninh (DATP 7).
Regarding construction: DATP 3 and DATP 5 are still 4-10% behind in contract value; about 4.6km of DATP 5 has not yet been guaranteed.
The capital disbursement task in 2025 is still very slow: the entire project has only reached about 36% of the plan.
The task of studying the additional investment plan for Tan Van intersection has just stopped at the reporting step, there is no official decision to speed up the progress.
To ensure the basic completion of the project in 2025, the Deputy Prime Minister requested Ho Chi Minh City and the provinces of Dong Nai and Tay Ninh to launch a 100-day and night peak emulation campaign; direct investors and contractors to focus on accelerating construction, closely following the basic completion schedule in 2025, ensuring quality, without losing money.
Direct relevant agencies to promote acceptance, payment, disbursement, striving to complete the 2025 plan according to the direction of the Prime Minister.
Ho Chi Minh City completes the relocation of high-voltage power at Tan Van intersection (although not affecting construction, but striving to complete in October 2025); urgently completes the investment plan for Tan Van intersection; restore the progress to compensate for the slow output, speeding up the construction progress of the 4.6km DATP 5 section.
Direct relevant agencies to focus and coordinate support in ensuring traffic at Tan Van intersection in conditions of both construction and exploitation, avoiding congestion, creating conditions to speed up progress.
Dong Nai province must complete the handover of the site and complete the relocation of 8 high-voltage power pole locations in October 2025; direct the contractor to restore the slow production compensation schedule for DATP 3.
Tay Ninh province completed the relocation of the remaining high-voltage power location at Km90+615 in October 2025; speeding up the construction of the final items of DATP 7.
For investors of DATPs, the Deputy Prime Minister noted that the remaining construction volume of the project is large; however, the remaining time is very short, it is necessary to be more determined, increase human resources, equipment, organize "3 shifts, 4 teams" to complete on schedule.
In which, focusing on sections planned to be completed and technically opened to traffic on December 19 in accordance with the set goals.
The provinces of Dong Thap, Vinh Long, Dong Nai continue to ensure timely supply of materials for the project.
The Deputy Prime Minister requested the Ministry of Construction to monitor and urge the implementation progress of the Ho Chi Minh City Ring Road 3 project; monthly synthesize and report to Deputy Prime Minister Mai Van Chinh, Head of Inspection Team No. 7.
