The Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) has just issued a quick report on the natural disaster situation as of 7:00 a.m. on November 8.
Accordingly, on the day and night of November 8, the area from Thanh Hoa to Ha Tinh will have moderate rain, heavy rain, with common rainfall from 20-50mm, locally very heavy rain over 90mm. Warning of the risk of heavy rain (over 60mm/3 hours).
In addition, in the afternoon and evening of November 8, the South and Lam Dong will have scattered showers and thunderstorms, with common rainfall from 10-30mm, locally heavy rain over 70mm.
It is forecasted that in the evening and night of November 8, the eastern sea of the North and Central East Sea will have strong northeast winds of level 6-7, gusting to level 8-9, rough seas, waves from 3.0-5.0m high.
Meanwhile, the sea area from Ca Mau to An Giang and the Gulf of Thailand will have scattered showers and thunderstorms; thunderstorms may cause tornadoes and strong gusts of wind.
Sea disaster risk level: Level 2.
According to the Institute of Earth Sciences, on November 7, there were 2 earthquakes: in commune A Luoi 4, Hue city (large 4.0, focal depth 8.3km) and in Mang But commune, Quang Ngai province (large 3.6, focal depth 10km).
Regarding the incident of Cay An reservoir, Ta Nang commune, Lam Dong province: The Provincial People's Committee has issued an Order to build emergency works for the Cay An reservoir emergency repair project (No. 2032/QD-UBND dated November 7, 2025). On the night of November 7, leaders of the Provincial People's Committee and the Department of Agriculture and Environment directly directed the site to ensure safety downstream: evacuated 110 households/600 people in low-lying areas to safe places, closed the dam's foot guardrail, and continued drilling and sealing on the morning of November 8.
Regarding damage caused by natural disasters, as of 7:00 a.m. on November 8, the storm had killed 5 people and injured 17 others. In addition, 245 houses collapsed, 26,226 houses were damaged, and their roofs were blown off.
The electricity industry recorded 31 110kV power grid failures, and has now restored 26/31 failures. A total of 1,665,528 customers lost power, 1,093,976 customers have been restored, while 571,552 customers are still without power.
Initial damage is estimated at about VND 7,179 billion, of which Dak Lak suffered VND 2,179 billion and Gia Lai VND 5,000 billion.
Currently, localities continue to review, synthesize damage data and organize to overcome the consequences.
