On the evening of September 28, the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense of Nghe An province said that due to the impact of storm No. 10, the whole province had heavy to very heavy rain, many places recorded rainfall of over 150mm, strong winds of level 6, gusts of level 7-8 in the coast. On Hon Ngu Island, gusts of wind of level 8, high waves continuously rushed to the shore.
Due to the impact of storm No. 10, there were first damages in the area.

In Kim Bang commune, a house was seriously eroded; fortunately, people were evacuated safely. Quynh Van commune recorded 150m of collapsed fence.
In agricultural production, more than 335 hectares of rice and 751 hectares of vegetables in Quang Chau, Quynh Anh, Quynh Tam, Chau Tien, Muong Ham and Dien Chau communes were flooded and damaged. In addition, 0.59ha of aquaculture ponds in Guangzhou and Yen Thanh were also affected.
Regarding infrastructure, in Muong Ham commune, 3 temporary wooden bridges were washed away; Chau Binh commune recorded 5 landslides. In Xuan Lam commune alone, the Gang River was seriously eroded, including a 100m long section in Nam Thuong hamlet.
Faced with complicated developments, Nghe An province has urgently evacuated more than 2,800 households with over 6,100 people in the danger zone to safety. Military forces, police, and border guards are directly supporting people in evacuating assets, reinforcing houses, and ensuring safety before the storm makes landfall.
The Provincial Civil Defense Command warned that storm No. 10 has a fast moving speed, strong intensity, wide range of impact, risk of causing heavy rain, flash floods and landslides. Localities are required to absolutely not be subjective, continue to review and respond according to the "four on-site" motto.
On the same day, Nghe An Provincial People's Committee issued an urgent telegram directing the response to storm No. 10, blocking roads during the storm's landfall (from 11pm on September 28).
