Implementing Official Dispatch No. 09/CD-UBND dated September 26, 2025 of the Chairman of the City People's Committee; Department of Agriculture and Environment (Agency performing the duties of the City Civil Defense Command Committee on natural disaster prevention) announces the ban on some activities in river and sea gates.

Accordingly, fishing vessels, boats and fishing vessels are prohibited from going to sea; tourism and recreation activities in coastal and island areas; exploitation, aquaculture, fishing activities and other activities in river mouth areas, coastal areas, and offshore from 5:00 p.m. on September 27.

The City Border Guard Command, the People's Committees of coastal communes and wards, and special zones regularly notify and call on ships operating at sea; the number of workers on aquaculture cages and cages; take all measures to go to safe shelters and shelters; arrange to prevent collisions and subsidence of ships at anchorages These tasks must be completed before 7:00 p.m. on September 27: resolutely prevent and not let fishing vessels and inland waterway vehicles enter and avoid operating during strong winds and big waves (if necessary, enforcement measures will be applied).

The City Border Guard Command directs coastal and island Border Guard Stations to organize fireworks to call on ships to take shelter according to regulations; prepare plans to mobilize and use CN-09 ship and other vehicles to participate in search and rescue when required.

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on September 27, the center of the storm was at about 14.5 degrees north latitude; 114.9 degrees east longitude, about 370 km east-southeast of Hoang Sa Special Zone. The strongest wind near the storm center is level 11 - 12 (103 - 133 km/h), gusting to level 15. The storm is moving west-northwest at a speed of about 35 km/h.

It is forecasted that in the next 24 hours, the storm will move west-northwest, at a speed of about 30 km/h and is likely to strengthen. This is a very fast moving storm (nearly double the average speed), strong intensity, wide range of influence, can cause a combination of strong winds, heavy rain, floods, flash floods, landslides and coastal flooding. From early morning on September 28, the North of the Gulf of Tonkin (including Bach Long Vy Special Zone, Cat Hai Special Zone, Lan Ha Bay and Hon Dau Island) will gradually increase to level 6-7, then increase to level 8-9 (very rough seas, very dangerous for ships), gust level 11, waves 3-5 m high, very rough seas.
