The strongest wind speed is level 16 (184 - 201 km/h), gusting above level 17.
Forecast in the next 3 hours, the storm moves west, speed about 10km/h.
Instructing provinces and cities to proactively respond to storm No. 3, Minister of Agriculture and Rural Development Le Minh Hoan stated that storm No. 3 is a very strong storm, requesting localities to absolutely not be subjective, and at the same time need to be most proactive in response work to minimize damage to people and property of the People and the State.
According to Minister Le Minh Hoan, the key task in the coming hours is to resolutely call on and guide ships and vehicles (including cruise ships and transport ships) still operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters.
Localities are determined not to let people stay on cages, rafts, and watchtowers when the storm hits; have plans to ensure safety for tourists and people on the islands.
"Depending on the development of storm No. 3, proactively ban the sea and prohibit activities with large crowds, especially in provinces and cities from Quang Ninh to Nghe An.
In the plains and mountainous areas, it is necessary to deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively evacuate people to safety," Minister Le Minh Hoan emphasized.
To ensure safety for works and riverside activities, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and cities to immediately notify authorities at all levels, people, and organizations operating on rivers and riverside; aquaculture facilities, water transport vehicles; ferry terminals; review and ensure safety of works under construction; activities of sand and gravel exploitation, gathering, and transit to know information about flood discharge from Hoa Binh and Tuyen Quang hydropower reservoirs to proactively take preventive measures to ensure safety of people and property.
In addition, direct relevant agencies and units to coordinate with the reservoir owner to find solutions to ensure safety for curious people approaching the flood discharge area. Report and promptly propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
