The Ministry of Industry and Trade has just issued the urgent dispatch No. 6386/CD-BCT on urgently deploying emergency response to storm No. 5.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, on the morning of August 23, 2025, the tropical depression in the eastern sea of the North East Sea has strengthened into a storm - storm No. 5 (international name: Kajiki). Storm No. 5 is very strong, moving quickly, has a high level of natural disaster risk, complicated developments, the scope and intensity of influence at sea and on land is very large and dangerous.

Direct hydropower plants in areas that are likely to be affected by storms (especially in Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue provinces) to proactively increase power generation and water discharge, lower the lake water level to below the pre-flood water level to increase flood receiving capacity, contributing to cutting and reducing floods downstream.

Timely advise the Provincial People's Committee to direct investors of industrial works, especially hydropower and mineral exploitation works under construction in areas at risk of flash floods and landslides to immediately stop construction during the storm, have plans to move workers and machinery, equipment and materials to safe places, ensure smooth communication to serve the work of incident response and search and rescue.

Hydropower dam owners strictly comply with the inter- Lake and single-lapse operation procedures approved by competent authorities, especially when unusual situations occur; operate scientifically, ensure absolute safety for the project, prevent artificial floods, contribute to reducing floods downstream, in which it is especially necessary to pay attention to notifying people early before operating the flood discharge.

Strengthen inspection and assessment of dam status, equipment, items for flood discharge and receiving water, flood discharge warning systems in downstream areas, etc. and promptly overcome shortcomings (if any).

Implementing plans to ensure the safety of dams, downstream areas of reservoirs and unfinished works, especially vulnerable points, incidents caused by previous floods that have not been resolved; ensuring timely warnings to authorities and people in downstream areas when releasing floodwaters, especially in emergency flood discharge situations.

For the National Power System and Market Operation Company, it is required to direct affiliated units to mobilize maximum resources to maintain a 24/7 duty regime, ensuring a smooth communication regime with power generation units and power transmission units to ensure stable power supply in all situations, strictly complying with regulations on power system regulation...

For Vietnam Electricity Group, it is required to direct power units in localities and hydropower dam owners under its management to focus on fully preparing human resources, materials, means, and logistics according to the "4 on-site" motto to respond to storm No. 5 and storm circulation. Strengthen inspection and self-inspection of power grid and hydropower reservoirs to ensure safe and stable supply, especially for 5 important loads. Prepare all options to restore power as soon as possible to areas affected by storm No. 5 and storm circulation....
