According to Lao Dong Newspaper, at around 10:00 a.m. on July 22, the coastal area of Hung Yen province had strong winds and sea water overflowing the sea dike.
To ensure the safety of the people, the police force of Dong Chau commune (Hung Yen province) continuously patrolled and reminded people not to be subjective or negligent with the storm.



According to coastal residents of Dong Chau commune, at around 10:20, the sea level compared to the high tide was 3.1m.
Due to the impact of storm No. 3, the water level in rivers and lakes in Thai Binh, Tran Lam, Tran Hung Dao wards and communes with branch rivers in Hung Yen province also rose.


Similarly, in the Red River (through Thu Vu and Van Xuan communes), the river water level also rose every hour. Many ferry terminals and ferries in the area have stopped operating since the afternoon of July 21.
