On the morning of December 14, at the 24th Session of the 18th Thanh Hoa Provincial People's Council, Mr. Do Minh Tuan - Chairman of the Thanh Hoa Provincial People's Committee spoke to receive and explain issues of concern to the Provincial People's Council delegates and voters.
According to Mr. Do Minh Tuan, in 2024, the whole province achieved very important results in socio-economic development. However, in addition to the achieved results, there were still many limitations and weaknesses in the year, which were also pointed out in the report of the Provincial People's Committee, and the opinions of voters were supplemented and analyzed.
In response to voters' opinions, after the meeting, the Provincial People's Committee will direct the development of a specific plan to overcome those limitations and weaknesses. The focus is to clearly define tasks and solutions, assign specific tasks to leaders of sectors, units, and localities to directly direct the implementation; based on the results of overcoming limitations and weaknesses, it will be the basis for commenting and evaluating the level of task completion of the units.
Also according to the Chairman of the Thanh Hoa Provincial People's Committee, to ensure the completion of the set goals and tasks in the coming time, the Provincial People's Committee will continue to innovate in a flexible, creative, drastic, and focused manner; focus on directing strategic and long-term tasks; pay attention to effectively solving outstanding and urgent issues, promoting distinct advantages to accelerate and make breakthroughs.
Existences and weaknesses
Previously, at the meeting on the afternoon of December 13, many voters questioned the "industry commanders" about many issues such as: some key, large-scale investment projects are still very slow, environmental pollution, and inadequate waste classification at source...
Specifically, delegates pointed out the current situation, many projects are still very slow, the reason is due to slow site clearance, land origin determination... This needs to clarify the responsibilities of sectors and localities.
Responding to questions from delegates, Mr. Le Minh Nghia - Director of the Department of Planning and Investment of Thanh Hoa confirmed that in the past, many investors have requested to adjust and extend their projects. However, only investors who are granted an extension for objective reasons will be accepted, not those who intentionally delay implementation.
“There are land clearance projects that have not been completed for 10 years, causing investors to prolong the implementation period. This is due to not being resolute from the beginning,” Mr. Nghia admitted.
Delegate Trinh Thi Hoa - Permanent Vice President of Thanh Hoa Provincial Labor Federation raised the question, recently Thanh Hoa city residents have actively classified waste at the source, but after sorting, the collection unit collects it together and then takes it for treatment, this is time-consuming and wasteful.
Answering the above question, Mr. Le Sy Nghiem - Director of Thanh Hoa Department of Natural Resources and Environment admitted that in the past, due to the lack of units collecting and consuming organic waste, the above situation occurred. To effectively solve the problem of waste classification at the source, people need to contact the consuming unit in advance, and only when determining how to classify, how to reuse, which unit collects... can it be effective.
Also at the question-and-answer session, some voters asked whether Thanh Hoa would apply mandatory regulations on waste classification at source from January 1, 2025, according to the 2020 Law on Environmental Protection. However, in answering this question, the Director of the Department of Natural Resources and Environment of Thanh Hoa did not go directly to the issue but only said that waste classification at source is very good.
