While storm No. 5 was approaching the mainland with gusts of wind of level 12, the family of Ms. Hoang Thi Xoan (Dien Chau commune, Nghe An) was forced to urgently evacuate just 12 days after welcoming the birth of their first daughter.
A baby girl named Ngoc, born on August 13 at Dien Chau General Hospital (Nghe An). However, due to the circulation of storm No. 5 causing heavy rain, strong winds and the risk of landslides in the residential area, the local government has issued an evacuation order for more than 2,000 households, including Ms. Xoan's family.

"The newborn baby is still very weak, and the house is close to the riverbank, very dangerous. Commune officials encouraged and supported me, my wife and my child to go to a storm shelter at a nearby school. I was really worried because my wife had to have surgery, but luckily there were timely support from them, Ms. Xoans husband shared while hugging his child in the crowded temporary room.
At the evacuation point, the local authorities have arranged a quiet area for households with the elderly, newborns and newborn women. The medical team is on duty 24/7 to take care of the health of people, especially newborns and the elderly.
Mr. Nguyen Van Loi - Chairman of Dien Chau Commune People's Committee - said: "We determined that the evacuation work must be very urgent but also ensure safety, especially for vulnerable groups such as newborns. Baby Bin is the most special case in this evacuation.
Doctor Chu Minh Tho - Head of Dien Chau Commune Health Station - said: "Baby Ngoc has just given birth for 12 days, and is still very weak, so we have to send staff to visit regularly to ensure the health of the baby and mother".
On the same day, Deputy Prime Minister Tran Hong Ha and the working delegation were present at Dien Bich Primary School to encourage people and local authorities in storm prevention and control, minimizing damage to people and property.
