The incident is said to have occurred on Hoang Minh Thao Street (Nghia Do Ward, Hanoi).
Immediately after receiving the information, the Hanoi Traffic Police Department directed Road Traffic Police Team No. 6 to urgently verify and handle the incident.
Using professional measures, Road Traffic Police Team No. 6 identified the driver of the car with license plate 30E-743.xx as Ms. D.N.L (born in 1979, residing in Nghia Do Ward, Hanoi City).
At the police station, Ms. L admitted that at 5:14 p.m. on October 16, 2025, while driving a car on Hoang Minh Thao Street (Hanoi City), due to negligence in leaving the skylight open, her daughter climbed onto the roof of the car while the vehicle was moving. Immediately after the discovery, she asked her daughter to sit down and close the skylight.

Based on the verification results, Road Traffic Police Team No. 6 has drawn up an administrative violation record for Ms. D.N.L for the act of "carrying people on the roof of a vehicle", stipulated in Decree 168/2024/ND-CP, with a fine of 5 million VND and a deduction of 6 driving license points.
