Hai Phong Lung Hospital was established in 1955 as a Grade II specialized hospital, with the function of examining, treating and preventing tuberculosis and lung diseases. Each year, the Hospital receives an average of 5,000 inpatients.

The hospital has 14 construction items on a total area of over 15 hectares, of which 7 construction works from 1974-1975 to present have been seriously degraded, not ensuring medical examination and treatment, including 3-storey patient treatment house C; 2-storey patient treatment room, Pharmacy, testing, medical examination; Infection control house; wastewater treatment area, analyst; endoscopy.

Many works have cracks, water seepage, local rust, subsidence, no longer able to enhance safety, and do not meet fire prevention and fighting requirements. The old buildings do not have technical ceilings, no central ventilation and air conditioning systems. The C-house area for treating patients has 3 floors, the 3rd floor is currently unusable because after Typhoon Yagi in 2024, the glass door and wooden door systems broke and broke, but no investment has been made to replace or repair them. The 5-storey treatment area, although only used for about 20 years, has also shown signs of deterioration.

Ms. Nguyen Thi Thanh - a patient's family member said that the hospital has a spacious and airy campus but the facilities are increasingly degraded. The moldy walls and peeling brick floor make many families afraid that their family members will have to treat them for a long time here. "We hope that the hospital will soon be upgraded and repaired, with a standard ward area, service room... to meet the needs of patients" - Ms. Thanh shared.

Proposal to invest 193 billion VND to "revive" hospitals

According to Specialist Doctor II Pham Trung Kien - Deputy Director of Hai Phong Lung Hospital, in the face of the deterioration of many works, the Hospital has sent a report to the Department of Health and the departments of Hai Phong City. In particular, it is proposed to build 2 new 5-storey buildings with an area of 5,960 m2/house to serve as a boarding area, medical examination and treatment, diagnostic imaging, testing, pharmacy; purchase and install synchronous equipment for the 2 blocks of houses. Along with that, invest in leveling, internal roads, fences, lighting, water supply and drainage, fire prevention and fighting.

The total estimated renovation cost is 193 billion VND. According to Dr. Pham Trung Kien, the construction of 2 rows of 5-storey buildings will be the beginning to "revive" the hospital, striving to meet the standards of a Grade I hospital by 2030, in line with the development orientation of the Hai Phong health sector.

Recently, the Economic - Budget Committee of the City People's Council worked with the Department of Health, conducted a survey at Hai Phong Lung Hospital and a number of hospitals on the results of implementing public investment projects in the period of 2021 - 2025. Faced with difficulties in facilities and proposals from hospitals, the Vice Chairman of the City People's Council requested the health sector to coordinate with the Department of Finance to review and propose investment projects and works in accordance with the orientation, focus and key points to serve the development of the sector. In particular, priority is given to allocating resources to invest in developing specialized hospitals that are less attractive to investors; investing in upgrading hospitals and medical facilities to meet the goals of developing the industry and expanding service areas.
