After not continuing to merge with Hai Duong Social Insurance (BHXH) to become a Social Insurance of Region 12 and having its head office in Hai Duong, on May 28, 2025, Quang Ninh Social Insurance announced the name, headquarters, management area and affiliated organizational structure from June 1, 2025.
Regarding the name, the name of Quang Ninh Social Insurance will previously be changed to Social Insurance of Area 8, the management area is Quang Ninh province. The head office is still located at No. 22, 25/4 Street, Bach Dang Ward, Ha Long City, Quang Ninh Province.
Regarding the organizational structure: Region 8 social insurance is organized by 8 staff, including: Revenue Management and Development Division; Department of Social Insurance Mode; Department of Health Insurance regime; Planning - Finance Department; Inspection - Inspection Department; Organizational - Administrative Department; Department of Propaganda and Support for participants; Information Technology Department and Digital Conversion.
The social insurance at the district level will temporarily remain stable until the competent authority decides to rearrange it to suit the commune-level administrative unit in Quang Ninh province. The number of district-level social insurance companies does not exceed the regulations of the Vietnam Social Insurance and does not have an internal apparatus.
Previously, according to Decision 391/QD-BTC of the Ministry of Finance, effective from March 1, 2025, Quang Ninh Social Insurance merged with Hai Duong Social Insurance to form Region 12 Social Insurance and located its headquarters in Hai Duong.
However, according to Decision 1733/QD-BTC dated May 12, 2025 on amending and supplementing a number of articles of Decision 391/QD-BTC stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance, Quang Ninh Social Insurance and Hai Duong Social Insurance will not merge together. Accordingly, Hai Duong Social Insurance will merge with Hai Phong City Social Insurance to form Area 13 Social Insurance, headquartered in Hai Phong, after Hai Duong province merges into Hai Phong.
