Ca Mau - Provincial Party Secretary requests to proactively remove obstacles, prepare land soon, and end the situation of works and projects waiting for land.

Many projects are slow due to site clearance problems

At the thematic conference to evaluate the results of compensation and site clearance work in the province on the afternoon of August 28, Ca Mau Provincial Party Secretary Nguyen Ho Hai requested localities to clearly analyze the reasons for slow site clearance, thereby proposing specific remedial solutions.

For new projects, sectors and localities must proactively take a step ahead, not letting construction units wait for site clearance but preparing conditions to serve project implementation.

According to Mr. Huynh Thanh Dung - Deputy Director of the Department of Agriculture and Environment of Ca Mau province, as of August 24, through reviewing 57 works and projects, some projects have completed 100% of clean ground in accordance with and exceeding the committed progress.

Including the Ca Mau - Dat Mui expressway project, the road to Hon Khoai island, Hon Khoai dual-use general port, the project to build and upgrade the East Sea dike and the dike crossing culvert system.

However, many projects are still behind schedule or behind committed deadlines due to site clearance problems. Typical examples include the Belt Road project in Bac Lieu city phase 1, the Belt Road outside Bac Lieu city phase 1, the West Sea dike construction project from Cai Doi Vam to Kenh Nam, and coastal erosion prevention and control embankment projects from the mouth of the Ong Doc River to the mouth of Bay Hap.

Proactively handle, resolutely enforce

To remove bottlenecks, the Department of Agriculture and Environment proposed that the Provincial People's Committee request the People's Committees of communes and wards to take the lead in coordinating with the Land Fund Development Center and project management boards to urgently complete compensation procedures, pay money and hand over land in accordance with regulations.

For cases of inheritance procedures or disputes, where compensation money cannot be received but the project urgently needs site clearance, the locality shall implement a plan to deposit compensation money into a temporary custody account at a commercial bank as prescribed to ensure progress.

For households that have been fully applied compensation and support policies, have been mobilized and dialogued many times but intentionally do not comply, local authorities must complete dossiers to resolutely organize land recovery coercion in accordance with legal regulations.

Chairman of Ca Mau Provincial People's Committee Lu Quang Ngoi affirmed that site clearance is a key step, playing a role in "paving the way" for the implementation of investment projects in the new development phase of the province.

Mr. Lu Quang Ngoi requested localities to properly assess the current situation, clarify the causes of shortcomings, propose feasible solutions and assign specific responsibilities to each agency and unit.

Site clearance work must ensure the legitimate rights and interests of the people, comply with legal regulations, and at the same time meet the progress requirements of key projects.
