After the announcement ceremony of Resolution No. 1654/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units, Tho Chau Special Zone (An Giang province) officially came into operation with the two-level government apparatus being strengthened.
Mr. Lam Minh Hien - Party Secretary, Chairman of Tho Chau Special Zone People's Committee - said: The administrative agencies in the Special Zone have quickly stabilized their organization, received and handled records and procedures for people since July 1 as well as other localities.
Recorded at the headquarters of the People's Committee of Tho Chau Special Zone, the working atmosphere is urgent and responsible, people coming to contact the work are wholeheartedly guided, the procedure handling process is quick and convenient. The rapid operation of the apparatus not only shows the determination of the entire political system, but also creates trust and excitement among the people.
The team of cadres and civil servants in the departments of one-stop-shop, justice - civil status, land administration - construction, ... actively guide people to contact work. Administrative procedures such as making birth certificates, confirming household registration, issuing certificates, registering for temporary residence, etc. are received and handled quickly and clearly, without causing inconvenience. All processes and documents are publicly listed, making it easy for people to access and comply with regulations.
Mr. Nguyen Van Thuy - a resident of Tho Chau Special Zone - shared: "I came to make ho chieu documents for my child. The tour guide staff is very enthusiastic and dedicated. The procedure was completed in less than 15 minutes. I see the new government operating very methodically, close to the people, serving the people well, I feel very satisfied".
Ms. Nguyen Thi Thuy Linh, a person who prepares birth certificates for her child, said: "I thought that when it was first established, it would be confusing, but I didn't expect everything to happen quickly and neatly. I came to make paperwork and was welcomed and enthusiastically guided by the staff. The important thing is to have documents that I can get done right here, not having to wait or go to the city or the province like before, to help people travel easily".
Mr. Lam Minh Hien - Party Secretary, Chairman of the People's Committee of Tho Chau Special Zone - said: "As a new administrative unit but with a strategic level in both national defense and development of the island economy, Tho Chau Special Zone is receiving special attention from the Central and the province. In the first phase, An Giang province has determined to continue to provide maximum support so that Tho Chau can gradually build an effective and approachable administrative system, serve the people, and create momentum for solid development in the coming time".
Tho Chau was previously arranged as an island commune of Phu Quoc city (Kien Giang province), making it difficult for people here to travel. Tho Chau has a total natural area of about 13.98km2, including 8 large and small islands, with a population of over 1,800 people; about 110km from Phu Quoc Island, about 220km from the old Rach Gia City.
Vehicles traveling to Phu Quoc or the mainland are by train, but with a frequency of 5 days/trip, this limits the work that needs to be handled. Putting into operation the 2-level government model will create great favorable conditions for the government and people here to handle procedures.
