Reporting at the survey, some communes said that the current difficulties are the lack of equipment, machinery, lack of backup generators, and communication systems to serve the settlement of administrative procedures for people that are not stable; there are opinions suggesting arranging more points to handle administrative procedures for people.
Thanh Loc commune has a large area, the area of the public administrative center is small compared to the demand, so it is expected to repair the old Commune Military Command to make a workplace. Arrange specialized departments with limited facilities, communes will be transferred from 4 merged communes to ensure sufficient use. However, the commune recommended having rooms for cadres in the communes to work and have a place to rest.
Rach Gia Ward proposed to propose using the youth union to act as an officer to guide people on how to operate the electronic environment; ask for opinions after assigning the headquarters to keep a small headquarters so that the officer has a place to retire.
Island communes with difficult transmission lines such as An Son and Nam Du do not have grid electricity. However, if we pull the electricity back, this problem will be fine, and Lai Son currently does not have a generator.
In island communes, there are also difficulties in traveling and serving people, and online systems require frontline transmissions. The transmission line is not yet stable, so some island communes also requested to propose 2 transmission lines to prevent problems.
At the meeting, the leader of the Department of Science and Technology said that there will be staff to directly support the communes to handle problems in operation from July 1. Of the 120 connecting points, the remaining 11 points are not well connected in An Giang province and will continue to be handled. Previously, it also connected to the most remote island in the province, Tho Chau, to successfully pilot the connection of television conferences from the mainland.
The Provincial People's Committee Office will also organize training for 48 communes on the implementation of the organization of public administrative centers and the process of receiving administrative procedures. From there, record any difficulties and problems to advise the provincial leaders to handle.
After listening to the opinions, Kien Giang Provincial Party Secretary Nguyen Tien Hai said that the work ahead is very busy, the units must try to implement it to keep up with the merger and operation of the two-level government.
The Provincial Party Secretary has directed that all seals handed over on the afternoon of June 30 and at the same time receiving new seals will have an effective seal on July 1, without interruption. As for Phu Quoc, Tho Chau, the typical island of the sea, it may be earlier.
The Provincial Party Secretary requested a review of the new set of procedures so that the commune level knows and arranges the assignment of people and professional staff to be suitable, and localities must be autonomous to implement correctly. Arrange people very carefully, have the skills to interact with people, be cheerful, and have the right expertise to take on good work.
The Department must have specific guides for each field, ensuring unity, and not allowing each person to speak to each other, causing trouble for the people.
Regarding the headquarters, the Provincial Party Secretary suggested: " Localities should try to use old headquarters to arrange them appropriately, and continue to repair or upgrade in places that are not enough. The best place suitable for people to conveniently handle work should be prioritized for the government sector, so that people can approach and handle work more conveniently. Arrange the Community Digital Technology Team from youth union members and teachers in the summer to use as collaborators, if the area is crowded, many people need to guide and do this well, then there will be no confusion in the stages inside".
