Recently, the People's Committee of Lang Chanh District (Thanh Hoa Province) issued a document requesting Lang Chanh Forestry Company to urgently fulfill its obligation to pay a fine of 150 million VND according to the decision to sanction administrative violations for arbitrary leveling of forest land.

Talking to Lao Dong Newspaper reporters about the reason for the delay in paying the fine, Mr. Le Minh Cuong - Director of Lang Chanh Forestry Company - said that due to the difficult financial situation, the company is currently unable to pay the fine.
"Because business is facing many difficulties, we have reported and proposed to the district a plan to gradually pay the fine" - Mr. Cuong informed.
According to Mr. Cuong, the unit was previously under the Vietnam Paper Corporation. Since 2017, the company has been transferred to the People's Committee of Thanh Hoa province for management. However, the restructuring and arrangement process has not been completed yet. Every year, the company is not approved for production plans and is not granted operating capital, making it very difficult to operate.
In addition, the company cannot borrow capital from banks due to legal problems. Although it has been transferred to the Provincial People's Committee for management, the seal is still under the name of Vietnam Paper Corporation, leading to many difficulties in signing, trading and organizing production and business.
Previously, as Lao Dong Newspaper reported, from the end of 2024 to the beginning of 2025, Lang Chanh Forestry Company brought machinery to the production forest area in Tiu quarter, Lang Chanh town to illegally level and dig soil on an area of over 1ha. It is worth mentioning that all of these activities have not been licensed by the authorities.
Through inspection, the authorities determined that the company had arbitrarily built gates and fences with concrete pillars and barbed wire; leveled and lowered the height to convert the purpose of using 1.4 hectares of production forest land in sub-zone 420, compartment 4, lot 5 (according to the map of forestry land allocation) to create seedling gardens.
For the above violation, the People's Committee of Lang Chanh district issued a decision to administratively fine Lang Chanh Forestry Company VND 150 million, and forced the company to restore the original state of the land before the violation.
