Up to now, the compensation, site clearance (GPMB) and resettlement work for the North-South expressway construction project in the East phase 2021-2025, the section through Binh Dinh province has been basically completed.
The entire site has been handed over to the investor for construction. However, some minor problems still remain, affecting the progress of some project items.
Not only that, during the construction process, many problems arose that affected people's lives. Although the locality has reported and recommended, the settlement from the investor and the construction unit is still not really timely.
Faced with this situation, Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tu Cong Hoang chaired an inspection meeting, listened to reports from relevant localities and units and gave strong instructions.
He requested Hoai Nhon town to work and encourage 4 households, including: Le Thi Thuong and Nguyen Thi Loc (residing in Hoai Hao ward), Le Thanh Tu (residing in Hoai Thanh Tay ward), Thai Van Chuong (residing in Hoai Tan ward) not to obstruct the construction. If households do not comply, the locality must coordinate with relevant units to develop a construction protection plan to ensure completion in March 2025.
An Nhon town urgently organizes enforcement or construction protection for Tran Quang Tuan household to implement the construction of branch road 2 at the National Highway 19 intersection, to be completed in March 2025.
Along with that, localities and the Provincial Land Fund Development Center need to review and register funding for site clearance, and recommend investors (Project Management Board 2, 85) to promptly arrange capital to pay to households and organizations. All existing problems and problems in the site clearance must be completely resolved.
Coordinate with the investor, the Department of Construction inspects, confirms and resolves recommendations to add items such as: Service roads, residential roads, technical sewer systems, "match-making and flooding" conditions, cracks in houses, plans to relocate residential power lines...
The Vice Chairman of Binh Dinh Provincial People's Committee also requested the Director of Project Management Board 2, 85 to urgently inspect, review, and resolve the province's recommendations. Urgently review and arrange enough compensation and site clearance funds for localities and units to pay to organizations and individuals this March.
Coordinate with Departments, branches, localities, and units to promptly resolve or propose solutions to difficulties and problems arising during the implementation process to meet project progress requirements. At the same time, inspect and review the damage to local roads serving the construction of the expressway project, to implement investment and construction in accordance with regulations.
