Agree on a plan with investors
Recently, the Ministry of Transport has responded to Binh Dinh province's request for approval to build a pilot project for flying taxis operating in the locality.
The Ministry of Transport's viewpoint is to support other localities and Binh Dinh province to research and deploy suitable and safe means of transport (including flying taxis), facilitating people's travel and connecting destinations, developing local tourism.
Regarding the proposal of Binh Dinh province, the Ministry of Transport said that the new flying taxi pilot project only mentioned general information, did not have specific contents, did not have proposals related to the legal corridor, management mechanism, and implementation plan for possible deployment, so the Ministry of Transport did not have enough basis to consider and give opinions.
The Ministry of Transport informed that at the 8th session of the 15th National Assembly, the National Assembly discussed and passed the Law on People's Air Defense, effective from July 1, 2025.
The National Assembly has discussed the concept of "unmanned aircraft" in the Law on People's Air Defense in the direction of ensuring appropriate, complete, and comprehensive regulations for other unmanned flying devices in the future such as flying taxis and flying motorbikes.
"This will be the initial premise for forming a legal basis for managing and exploiting flying taxis. Therefore, the People's Committee of Binh Dinh province must continue to research and closely follow the process of drafting legal documents to implement the Law on People's Air Defense to supplement and specify issues related to the project development and reporting for approval," the Ministry of Transport proposed.
Informing Lao Dong about this content, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that, in response to the opinion of the Ministry of Transport, the province will continue to work with businesses that have this type of vehicle (flying taxi) to research and agree on a plan.
Flying taxis are a new form of transportation that uses green energy, in line with the province’s green development orientation. After agreeing on a specific plan with the business, the province will complete the dossier to send to the Ministry of Transport for consideration.

Talking about the flying taxi project, the leader of the Department of Transport of Binh Dinh province said that if Binh Dinh "can do it", the province will be one step ahead in the field of transportation, because this is a new, modern form of transportation, facilitating travel and developing local tourism.
"Binh Dinh has a long, pristine coastline. So when this type of transport is put into tourism, visitors will be able to see the beautiful panorama of the province from above," he said.
However, to implement it is not easy, there must be a specific roadmap. "Recently, the province has asked investors to coordinate, provide technical parameters, operating methods... to complete the procedures for requesting testing.
In the immediate future, the province will seek opinions from the Ministry of National Defense and the Ministry of Transport to test this type of vehicle, which will serve as a basis for supplementing the legal corridor and management mechanism, in which the most important issue is ensuring flight safety. If the test is successful, it will be put on a pilot basis," he said.
According to the leader of the Department of Transport of Binh Dinh province, the move to request approval to build a pilot project for flying taxis in the province was based on a proposal from the enterprise. "The enterprise is producing and testing this type of vehicle in Korea, and they want to test it in Binh Dinh, so they proposed to the province," he said.
