Chairman of Binh Dinh People's Committee Pham Anh Tuan requested the Standing Committee of the Provincial Traffic Safety Committee, Director of the Provincial Police, Director of the Department of Construction and the Department of Culture, Sports and Tourism to adjust and supplement the tasks assigned by the Provincial People's Committee before, in accordance with the arrangement and streamlining organization of specialized agencies under the Provincial People's Committee.
Mr. Pham Anh Tuan assigned the Department of Construction to inspect and guide the implementation of planning, management, and maintenance of inland waterway infrastructure within the assigned scope; preside over coordination with relevant parties to manage, issue certificates of registration of inland waterway vehicles, and inspect the technical safety conditions of ships and other waterway vehicles.
The Chairman of Binh Dinh province also requested districts, towns and cities to step up propaganda and raise awareness of compliance with waterway traffic laws, especially at pick-up and drop-off points, pick-up and drop-offs, water-based entertainment areas, water motorbikes, floating rafts, floating restaurants, etc.
"The Chairman of the People's Committee at the district and commune levels must be responsible to the Chairman of the Provincial People's Committee if there are disorder in waterway traffic safety, traffic accidents related to activities at wharves and entertainment areas under his management," Mr. Pham Anh Tuan emphasized.
The Chairman of Binh Dinh Provincial People's Committee assigned the Provincial Police to direct the Traffic Police force to increase patrols, control, and strictly handle violations of waterway traffic safety order; prepare adequate forces, means, and equipment to proactively and effectively respond to rescue and relief situations.
The Provincial Traffic Safety Committee presides over and coordinates with units and localities to survey and propose the installation of propaganda boards in areas with complex waterway traffic activities; at the same time, establish an interdisciplinary inspection team to inspect the operations of inland waterway wharves, floating restaurants, and watercraft serving tourism, propose appropriate solutions to ensure safety for people and tourists.
This directive of the Chairman of the People's Committee of Binh Dinh province was made necessary, when recently (on May 5), a water motorbike was moving at sea in the Hon Kho area (Nhon Hai commune, Quy Nhon city) when it suddenly lost control, plunged to the shore and caused an accident, killing 1 person and injuring 3 others.
Through verification, the person driving the water motorbike in the accident was Mr. La Van Lo (born in 1988, residing in Nhon Hai commune). The 8-year-old child who died was Doan Pham Minh K, the seriously injured child was Doan Pham Kieu N (14 years old).
