Road 70, the section across Nga bridge in Xuan Phuong ward, Hanoi City, is one of the most deeply flooded and dangerous spots on October 7.
Heavy rain due to the impact of storm No. 11 Matmo, combined with rising water levels of the Nhue River, caused the river water section across the Nga bridge, which connects to the Nhue River, to rise as well. The entire Thang Long Boulevard service road system at the overpass of Road 70 and the section from Nga bridge to near the intersection between Road 70 and Nhue Giang road is deeply submerged in water.
Hundreds of vehicles stalled or were forced to "stand still" on the spot from this morning to this afternoon.
In the above difficult situation, many soldiers appeared here, along with support equipment that helped many people get through the flooded area safely.

Captain Vu Quoc Viet - Captain of the Guards Corps, Administrative - Logistics Department, Coast Guard General Staff said that the unit sent 3 teams (each team has about 12-15 people) to take turns to support the transportation of people through flooded areas. Each shift is on duty for about 1 hour.
According to Captain Vu Quoc Viet, the means of transporting people are rafts, which were directed by the Head since the first flood due to the impact of storm No. 10 Bualoi, so that when there is a situation, they will go out to support the people.
"The stele is made from barges, boards and iron frames that are used, then reinforced to support the people. Although it is difficult, all the soldiers participating in supporting the people are very happy and enthusiastic" - Captain Viet said.
Thanks to the timely support of Coast Guard officers and soldiers, many people have avoided prolonged and dangerous congestion while trying to move in deep water.
Mr. Le Van Hoang (39 years old, a technology motorbike taxi driver) said that the Nga bridge area is a place where deep flooding often occurs if heavy rain continues. In late September and early October, this place was also seriously flooded, making it impossible for people to move through.
"The military force was present in time to support and bring people and vehicles through the flooded section safely. In this situation of flood, seeing brothers wading around for hours to help people makes everyone happy and warm their hearts" - Mr. Hoang said.
It is known that officers and soldiers of the Coast Guard will continue to be on duty at flooded areas during peak hours in the morning, afternoon and evening, taking turns supporting and bringing people and vehicles through flooded areas safely.
