Voters in Trang Bom district (Dong Nai) reported that currently, the project to expand and upgrade National Highway 1, the section passing through the district, has been dredged deep on both sides, but when pouring asphalt to upgrade, the expansion part is not poured, creating a decentralization layer, causing difficulties in traffic.
Voters proposed to add funding to cover drainage ditches and set up clear road markers so that people cannot encroach on traffic corridors.
Voters in Xuan Tam commune, Xuan Loc district reported that National Highway 1A (section from Km1784 to Km1785 in the North of the road), the ditch section has been filled, so water cannot drain, the water flows back onto route 05:
Voters recommend that the relevant agencies consider dredging. At the same time, the road section from Km1874 to Km1876 in the South of the route does not have drainage ditches, so every time it rains heavily, it causes local flooding on 6 roads in the area. Voters recommended that the relevant agencies organize a survey and build drainage ditches for this section of the road.
Voters in Tam Phuoc ward, Bien Hoa city reported that National Highway 51 through Tam Phuoc ward has seriously degraded, causing difficulties for people in the area when participating in traffic and causing traffic insecurity. Voters recommend considering and resolving the above situation.
Responding to the above questions, the Ministry of Transport said that regarding the installation of drainage covers and the marking of National Highway 1 (the expansion and upgrading section through Trang Bom district) as follows:
The content of voters' opinions in Dong Nai province is the Investment project to build the National Highway 1 (Km1841+000 - Km1851+714) and the Bien Hoa city bypass section (Km1851+714 National Highway 1 - Km5+000 National Highway 51), Dong Nai province under the BOT form managed by Dong Thuan Investment Joint Stock Company (DNDA).
In the past, BOT Investor has implemented the 21st periodic repair. Because the construction work on the road is under exploitation and in densely populated areas (especially the construction of a drainage system along the section Km1849+863.27 to Km1850+129) has affected the lives of residents.
Up to now, the vertical ditch system (including the knot) has been completed, ensuring drainage and ensuring smooth and safe traffic for people and vehicles.
Regarding the placement of road markers, the Ministry of Transport acknowledged this content and assigned the Vietnam Road Administration to direct Dong Thuan Investment Joint Stock Company to review, survey, and prepare documents to submit to competent authorities for consideration and approval to organize the implementation of the placement of road safety corridor markers within the project scope according to regulations.
Regarding the organization of a survey and construction of a drainage ditch from Km1784 to Km1785 National Highway 1, the Ministry of Transport responded as follows:
Based on the direction of the Ministry of Transport, on February 6, 2025, the Road and Local Management Agency (Dong Nai Provincial Traffic Safety Committee, Dong Nai Department of Transport, Traffic Police Department of Dong Nai Provincial Police, Trang Bom District People's Committee, BOT Branch 319 Song Phan - DNDA) inspected the scene with the following content:
The section of National Highway 1 from Km1784 to Km1785 is under the BOT project management by Song Phan BOT Branch 319. The section Km1784+247.80 - Km1784+719,92 has built a closed ditch B=60cm, the weaving panel is load-bearing.
At the time of inspection, the agencies recorded an airy vertical ditch system, ensuring the ability to drain surface water on National Highway 1.
The section Km1784+247 - Km1785+005(P) is implementing the construction of the vertical ditch system (Closed B=60cm, load-bearing knitting panels); at the time of inspection, the project had completed the construction of the vertical drainage ditch system and was reinforcing the roadside.
Regarding the repair of National Highway 51 through Tam Phuoc Ward, Bien Hoa City, the Ministry of Transport said as follows:
The section of National Highway 51 through Tam Phuoc Ward, Bien Hoa City, Dong Nai Province from Km9+000 to Km11+600. On January 10, 2025, the Minister of Transport held a meeting with the People's Committee of Dong Nai province and directed the Vietnam Road Administration as follows: "The Vietnam Road Administration is assigned to closely coordinate with relevant agencies and units of Dong Nai province to regularly inspect, promptly handle and overcome arising issues to meet the travel needs of people participating in traffic on National Highway 51".
Currently, Road Management Area IV continues to direct the Contractor to strengthen regular management and maintenance, patch potholes, scrap to flatten the locations with sunken wheel spans, and paint the areas with worn paint. On February 6, 2025, the Road Management Agency and localities (Dong Nai Provincial Traffic Safety Committee, Dong Nai Department of Transport, Traffic Police Department of Dong Nai Provincial Police) inspected the scene and determined that there were no potholes or serious damage on the route, ensuring smooth and safe traffic.
