Provincial Chairman directs review
On May 17, information from Thanh Hoa Provincial People's Committee said that Mr. Cao Van Cuong - Vice Chairman of the Provincial People's Committee - signed a document sent to departments, agencies, and branches on resolving the request of Hoang Tien Commune People's Committee related to the serious subsidence of the sea dyke.

Accordingly, the Chairman of Thanh Hoa Provincial People's Committee assigned the People's Committee of Hoang Tien commune to continue to direct the construction contractor to implement the construction warranty according to regulations.
In addition, the People's Committee of Hoang Tien commune presides over and coordinates with the Project Management Board for Investment and Construction of Agricultural and Rural Development Projects of Thanh Hoa, the Department of Construction, the Department of Agriculture and Environment, consulting contractors, construction contractors and related units, based on current regulations and actual situation, to organize a review of all procedures, design documents, construction, and consulting of the project.
On that basis, the units shall specifically assess the causes and have appropriate handling plans according to regulations, ensuring long-term stability for the project. If necessary, a consulting unit with sufficient capacity can be selected to carry out the above work. Report to the Chairman of the Provincial People's Committee on the implementation results and contents beyond authority, if any, before June 10, 2026.
The Chairman of Thanh Hoa Provincial People's Committee also assigned the Department of Construction - the unit in charge of appraising the feasibility study report and the deployment design after the basic design of the project; the Department of Agriculture and Environment - the unit participating in evaluating the project feasibility study report; the Department of Finance, the Project Management Board for Investment and Construction of Agricultural and Rural Development Works of Thanh Hoa and related units, according to their functions, tasks and authority, to proactively resolve tasks under their management.
Units are responsible for closely coordinating and specifically guiding Hoang Tien Commune People's Committee in the implementation process, ensuring compliance with regulations.
Causes of subsidence
Previously, as Lao Dong Newspaper reflected, recently, in the Hai Tien coastal embankment area, Hoang Tien commune, Thanh Hoa province, many serious subsidence and collapse points have continuously appeared, stretching hundreds of meters.

According to people living near the embankment area, about 1 month ago, many sections of the embankment subsided and seriously collapsed. After that, functional forces poured soil into the subsidence holes to ensure temporary safety. However, many large subsidence points have just continued to appear and have not shown signs of stopping.
According to the Department of Agriculture and Environment of Thanh Hoa province, the traffic road project from Phuc Ngu canal to Giang Son village, in Hoang Truong commune, former Hoang Hoa district, was approved by the People's Committee of former Hoang Hoa district for a feasibility study report in Decision No. 4442/QD-UBND dated November 6, 2023. The project belongs to group B, level II traffic works.
The project started construction on February 15, 2024, completed, handed over and put into use on June 25, 2025. The project warranty period is 15 months.
Through reports from the People's Committee of Hoang Tien commune and actual inspection, it is shown that in the section from Km0+746.3 to Km2+100, the retaining wall is still stable, but the foundation of the wall is subsided. The sidewalk behind the wall, adjacent to the road surface, is also subsided; many locations are eroded, forming sinkholes averaging about 2.6m deep, damaging the sidewalk and the road surface.
Regarding the cause of subsidence, the Thanh Hoa Provincial Department of Agriculture and Environment assessed that the initial cause was sand at the foot of the breakwater wall being swept away by sea waves, causing loss of legs and landslides of the sidewalk behind the breakwater wall.
