Friendly and effective
From July 1, along with the whole country, the new Tay Ninh province, on the basis of merging the two provinces of Long An and Tay Ninh, officially operates a two-level local government apparatus. In the first days of operation, from the headquarters of provincial agencies to communes and wards, the working atmosphere was serious with the motto: "No work interruption, no vacant areas, no people waiting".
Recorded in Khanh Hau ward, in the early days of the new apparatus' operation, many people have come to the ward's Public Administration Center to complete procedures. Under the new roof, the ward staff enthusiastically guides, step by step implementing the correct process, not allowing congestion or trouble.
Coming to do procedures at the Khanh Hau Ward Public Administration Center, Ms. Tran Thi My Linh shared: I thought that in the early days of merging, consolidating, and operating the two-level government, the settlement would be delayed and the new process would not be familiar with. However, the staff and employees here work very quickly, and are happy and dedicated. I find such a new government good, truly close to the people".
Not only Ms. Linh, but many other people also share the same feeling that the apparatus is new but not strange, but on the contrary, friendly and effective.
According to Mr. Nguyen Viet Cuong - Secretary of the Khanh Hau Ward Party Committee, the ward has prepared carefully before operating the new model. From the very beginning, the ward has stabilized the personnel apparatus and called on all cadres and civil servants to get to work with the highest determination. "The leaders of the Party Committee and the government also quickly reviewed the work, re-determined the goals and tasks, and in the first 6 months of 2025 to successfully implement them," Mr. Nguyen Viet Cuong emphasized.
Quickly stabilize
Like other communes and wards, Long An ward is expected to be a model for the grassroots government system in the new model. Right from the first days of operation, the ward's Public Administration Center implemented the model of "submitting documents without administrative boundaries", meaning that people can submit administrative procedures regardless of their place of residence. The implementation is highly appreciated by the people and brings many conveniences and saves time.
Mr. Vo Hong Thao - Chairman of Long An Ward People's Committee - affirmed: "The spirit of throughout the dissemination to cadres and civil servants is to serve people and businesses well. In the early days of the new apparatus, cadres and civil servants were all happy, working enthusiastically and professionally. Although the personnel and working positions of some cadres and civil servants have also had disruptions after the restructuring of the apparatus, in general, they all promote the spirit of solidarity and quickly approach the assigned work and tasks".

Regarding the tasks in the coming time, Mr. Vo Hong Thao said that the ward has now stabilized and come into operation, so he will urgently review and re-evaluate the tasks, plans and targets of the wards before the merger. On that basis, determine the tasks and goals for the new Long An ward. The workload in the coming time is forecasted to be very large, in which in the last months of 2025, the ward will quickly stabilize the new apparatus and improve the quality of activities. In addition, the ward will continue to strive to carry out key tasks such as budget collection, public investment, and well implement compensation and site clearance.
Not only in communes and wards, but also in provincial departments and branches, the working process in the first days was also urgent and drastic. Recorded at the Land Management Department under the Department of Agriculture and Environment, officers and employees are "racing" with dense documents.
Mr. Luong Minh Tuan - Deputy Head of the Land Management Department - said: "We have a huge workload related to many tasks such as land acquisition, land allocation, changing the purpose of use, registration of changes, appraisal of documents... We always understand that reorganizing the apparatus does not mean stopping but doing better. We have assigned the work to reasonable personnel for quick handling, not leaving any backlog".
To ensure the operation process is not interrupted, Tay Ninh province has established provincial-level working groups, including provincial leaders, to directly inspect and grasp the situation in communes and wards, promptly record and guide the removal of difficulties. According to the leaders of Tay Ninh province, administrative consolidation is a big step, un inevitable technical and psychological problems, but with a sense of responsibility, the province determined to accompany the grassroots, with cadres, and with people to overcome.
