Ministry of Home Affairs guides the appointment of chief accountant

The appointment and reappointment of chief accountants in administrative agencies and public service units shall comply with the provisions of Decree No. 174/2016/ND-CP.

Dak Nong province has just requested the Ministry of Home Affairs to provide guidance on the appointment of a chief accountant; issue regulations on expenditure content and expenditure levels for the organization of recruitment of civil servants, public employees, civil servant promotion exams, and public employee promotions.

On this issue, the Ministry of Home Affairs responded:

According to current regulations on titles and positions of leadership and management, the title of chief accountant of accounting units in the field of state accounting is not a leadership or management position in administrative agencies or public service units (civil servants and public employees undertaking the duties of chief accountant receive responsibility allowance).

Therefore, the appointment and reappointment of chief accountants in administrative agencies and public service units is carried out in accordance with the provisions of Decree No. 174/2016/ND-CP, Circular No. 04/2018/TT-BNV and specific regulations of ministries, branches and localities.

The Ministry of Home Affairs also said that, according to the state management function of the industry and field, the issuance of regulations on expenditure content and expenditure levels for the organization of recruitment of civil servants, public employees, civil servant promotion exams, and public employee promotions is under the authority of the Ministry of Finance.

Therefore, in the coming time, the Ministry of Home Affairs will coordinate with the Ministry of Finance to study the above recommendation so that the Ministry of Finance can issue it according to its authority.

In the immediate future, based on the provisions of Article 19 of the Law on Organization of Local Government 2015 (amended and supplemented in 2019), Decree No. 163/2016/ND-CP118, Circular No. 92/2021/TT-BTC119 and guiding documents of the Ministry of Finance, the Ministry of Home Affairs requests Dak Nong province to review relevant legal provisions to report to the Provincial People's Council for consideration and promulgation of a Resolution stipulating the content and level of expenditure for the organization of recruitment of civil servants, public employees, civil servant promotion exams, and public employee promotions in accordance with the provisions of law and the local budget capacity.
