Ministry of Home Affairs responds to recommendations related to 30% allowance for border gate police

The Ministry of Home Affairs has just responded to a proposal related to the application of a special allowance of 30% for police forces on duty at border gates.

Mr. Nguyen Van Tuan (name of the character changed) has sent a petition to the Ministry of Home Affairs requesting consideration of amending and supplementing Circular 24/2025/TT-BNV related to the special allowance regime in the border gate area.

According to Mr. Tuan, currently, the Border Guard force performing duties at the International Border Gate (Ha Tinh province) is entitled to a special allowance of 30%, while the police force performing immigration management duties in the same area, with similar working and living conditions, is not yet subject to application.

He believes that this regulation does not ensure uniformity and fairness between the armed forces performing tasks in the border gate area, and does not fully reflect the current reality of force organization.

From there, he proposed that the Ministry of Home Affairs review the scope and beneficiaries of the special allowance of 30% at border gates; and at the same time supplement the police force directly performing duties at international border gates, including the immigration management police station, to be eligible for allowances to ensure policy unity and create motivation for officers and soldiers to feel secure in their work.

Regarding Mr. Tuan's reflection and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The Ministry of Home Affairs said that special allowances are implemented according to the provisions of Circular No. 09/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of the special allowance regime for cadres, civil servants, public employees and armed forces (amended and supplemented by Circular No. 83/2005/TT-BNV dated August 10, 2005 and Circular No. 24/2025/TT-BNV dated December 24, 2025).

The organization of policy implementation for the armed forces of agencies and units under the people's police is under the authority of the Ministry of Public Security.

Therefore, the Ministry of Home Affairs requests him to contact the Ministry of Public Security for guidance according to their authority.
