Ms. Le Thi Thu (name of the character changed) said that she was decided by competent authorities to retire early and has received a one-time allowance according to Decree 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP). This is a general policy applied to cases of staff streamlining and resignation due to organizational arrangement.
As of the time of retirement, she had 19 years of actual work in areas with particularly difficult socio-economic conditions. Therefore, she requests competent authorities to consider whether, in addition to the allowance according to Decree 178/2024/ND-CP, she can also receive a one-time allowance corresponding to the time working in difficult areas according to Clause 1, Article 8 of Decree 76/2019/ND-CP of the Government or not.

According to Clause 1, Article 8 of Decree 76/2019/ND-CP dated October 8, 2019 of the Government, cadres, civil servants, public employees and employees who have actually worked for 10 years or more in areas with particularly difficult socio-economic conditions, when transferring to work outside this area, retiring or when the area is no longer identified as a particularly difficult area, are entitled to a one-time allowance for the actual working time there.
Working hours in particularly difficult areas are also the basis for calculating allowances and subsidies according to the provisions of Clause 1 and Clause 2, Article 13 of Decree 76/2019/ND-CP.
