This is one of the notable proposals of Quang Nam province, in the face of the situation of hundreds of surplus offices and land after the merger of administrative units.
The People's Committee of Quang Nam province has just issued a document requesting departments, branches, sectors and district-level People's Committees to urgently review and propose solutions to completely handle a series of houses and land that are not in use or are used ineffectively or for the wrong purpose.
Quang Nam is reviewing and handling 274 houses and public land that are not in use or are being used ineffectively.
Of which, 94 houses and land facilities have not yet had a decision to handle, 142 facilities have had a decision to transfer to local management, and dozens of other facilities have had a decision to transfer or reclaim according to the provisions of the law on public assets and land.
Notably, the People's Committee of Quang Nam province proposed a plan to effectively use this public asset source, in which mountainous districts are encouraged to consider arranging public housing for teachers - a solution to both solve the problem of abandoned facilities and support teachers working in mountainous areas with many difficulties.
This is a practical proposal, suitable for practical needs and contributing to retaining teachers in remote areas where there is a serious shortage of teachers and public housing, said a representative of the Department of Education and Training of Nam Tra My mountainous district.
In addition to the arrangement plan for agencies and units wishing to use, or assigned to the commune to manage to serve political and administrative tasks in the locality, the provincial People's Committee requested that the establishments no longer need to use, need to be assigned to the local land fund development agency to manage and exploit as prescribed.
Regarding the plan to handle surplus offices and land, responding to Lao Dong Newspaper, Chairman of Quang Nam Provincial People's Committee Le Van Dung expressed his opinion: "Wherever it is arranged to the appropriate agency, priority will be given to the arrangement, for example, if the commune police in the near future are added to increase the number of people, they will be arranged with spacious workplaces, taking advantage of the surplus district-level headquarters for convenient work.
Where there is really no solution to handle it, the headquarters must be liquidated soon, to promote land resources there".
Quang Nam also decided to temporarily suspend the construction and repair of new offices in 2025, for agencies and units that are waiting for the reorganization of the apparatus; wait until the reorganization is completed to propose a repair and maintenance plan for offices to ensure demand and be suitable for the actual situation.
This move is part of Quang Nam province's efforts to completely resolve the backlog of public assets after the merger of administrative units, while avoiding wasting land resources and infrastructure that have been left vacant for a long time.
Currently, many localities in the province are still slow in receiving and handing over assets for local management. The Provincial People's Committee requires relevant units to strictly and in accordance with the procedures according to Decree 167/2017/ND-CP of the Government, ensuring that public assets are used for the right purposes, bringing practical efficiency to the people.
