Voters in Ninh Binh province proposed that the Government direct relevant ministries and sectors to study decentralization and assign appropriate authority to localities in the development of industrial zones and clusters.
Voters proposed considering approving the expansion of phase 2 of Vsip Industrial Park (IP) and industrial zones and clusters in the area to create motivation to attract investment and develop production and business.
In parallel with that, voters proposed to pay attention to building vocational training policies and job conversion for people in land acquisition areas to ensure livelihoods, stabilize life and meet local human resource needs.
The Ministry of Finance answers voters on these contents as follows:
The Ministry of Finance said that in the past time, the Government has promoted decentralization and delegation of power to localities. For the field of IPs and industrial clusters.
Regarding planning: According to point g, clause 2, Article 26 of the Planning Law, the development direction of IPs and industrial clusters is one of the contents of provincial planning. According to clause 5, Article 36 of the Planning Law, the approval of provincial planning is under the authority of the Chairman of the Provincial People's Committee (PCC).
Regarding investment policy: According to point b, clause 5, Article 18 of the Law on Public Investment (amended and supplemented according to the provisions of point d, clause 5, Article 7 of Law No. 90/2025/QH15), decisions on investment policy for industrial park infrastructure projects using public investment capital are under the authority of the Provincial People's Council.
According to point a, clause 3, Article 25 of the Investment Law, approval of investment policy for industrial park infrastructure construction and business investment projects under the authority of the Chairman of the Provincial People's Committee.
Regarding the establishment and expansion of industrial clusters: According to Clause 4, Article 10 of Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial clusters (amended in Decree No. 139/2025/ND-CP dated June 12, 2025 of the Government stipulating the demarcation of authority of local authorities at 02 levels in the field of state management of the Ministry of Industry and Trade), the decision to establish and expand industrial clusters is under the authority of the Provincial People's Committees.
Based on the above regulations, the development direction of industrial parks and clusters; approval of investment policies for industrial park infrastructure projects and decisions to establish industrial clusters have been decentralized and assigned authority by the Government and the Prime Minister to the Provincial People's Committee and the Chairman of the Provincial People's Committee.
Regarding approving the expansion of phase 2 of Vsip IP and industrial parks and clusters in the area. According to the Ministry of Finance, based on the provisions of point a, clause 3, Article 25 of the Investment Law and clause 4, Article 10 of Decree No. 32/2024/ND-CP, the approval of the investment policy to expand phase 2 of Vsip IP and industrial parks and clusters in the area is under the authority of Ninh Binh Provincial People's Committee and the Chairman of Ninh Binh Provincial People's Committee.
Regarding support for vocational training, job creation and job conversion for people in land acquisition areas, the Ministry of Finance said that it has been stipulated in Article 109 of the Land Law; Article 22 of Decree No. 88/2024/ND-CP dated July 15, 2024 of the Government stipulating compensation, support, and resettlement when the State recovers land (amended and supplemented in Clause 5, Article 2 of Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government amending and supplementing a number of articles of Decrees detailing the implementation of the Land Law).
Decision No. 12/2024/QD-TTg dated July 31, 2024 of the Prime Minister on mechanisms and policies to solve employment and vocational training for people whose land is recovered.
