Voters in Quang Ngai province proposed: "During the construction of the Quang Ngai - Hoai Nhon expressway, large transport vehicles carrying soil damaged a number of roads in the province, and proposed to direct the investor and the construction unit after completing this expressway project to upgrade and repair damaged and degraded roads".
After studying, the Ministry of Construction would like to answer as follows:
During the implementation of the North-South Expressway Component Projects, the Ministry of Construction has thoroughly grasped and directed investors, contractors, consultants, and related units to strictly implement the provisions of the signed Construction Contract and relevant legal regulations, based on the actual use of local routes to transport construction materials for the construction of the expressway, closely coordinate with localities to review and confirm the damage, repair and refund responsibilities of contractors for local routes used by the contractor; immediately deploy repair and refund work on affected local routes (if any).
The process of transporting materials must ensure regulations on load, speed, traffic safety and environmental sanitation.
According to the investor's report, during the implementation of the Quang Ngai - Hoai Nhon component project, contractors have completed procedures to register the use of 33 local routes for transportation to serve the construction of the expressway and signed a commitment to repair and overcome the problem after stopping use.
Up to now, the contractors have restored and repaired damaged 11/33 roads and Project Management Board 2 has reported to the Department of Construction of Quang Ngai province in Document No. 1678/BQLDA2-QNHN dated August 20, 2025.
For the remaining 22/33 routes, the construction contractor is still using them to transport construction materials for the project and according to the plan, the contractor will return and repair all damaged routes before September 30, 2025.
In response to voters' feedback, the Ministry of Construction will direct investors, consultants and construction contractors to continue to closely coordinate with functional agencies and local authorities, regularly review the site to promptly repair and overcome damage on local roads during the construction process and organize the return and repair of the routes in accordance with regulations, ensuring convenient and safe travel and circulation for people immediately after the end of the transportation of materials and equipment for the project.
The Quang Ngai - Hoai Nhon Expressway project is 88 km long, with a total investment of about VND 20,400 billion, invested by Project Management Board 2, one of the contractors for the project is Deo Ca Group. The project started in early 2023 and is expected to be completed by the end of 2025.
