Regarding the content of the voters' petition, the Ministry of Construction responded as follows:
Currently, the Government has issued Decree No. 140/2025/ND-CP dated June 12, 2025 regulating the division of authority of local authorities at 02 levels in the field of state management of the Ministry of Construction and Decree No. 144/2025/ND-CP dated June 12, 2025 regulating decentralization and delegation of authority in the field of state management of the Ministry of Construction (the Decrees take effect from July 1, 2025).
It clearly stipulates the authority to carry out administrative procedures in the management field of the Ministry of Construction such as appraisal of the Construction Investment Feasibility Study Report, construction design implemented after the basic design, granting construction permits, etc.
Along with that, to ensure contributing to perfecting the apparatus of local governments at both levels to immediately and comprehensively carry out tasks in the construction sector and field, the Ministry of Construction issued Circular No. 10/2025/TT-BXD dated June 14, 2025 guiding the functions, tasks and powers of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards and special zones under provinces and centrally run cities in the construction sector.
The above legal documents will take effect when the district level is abolished (from July 1, 2025), thereby ensuring convenient service for the people and organizing the implementation of administrative procedures related to the construction sector.
