Voters in Tay Ninh province recommended that the Ministry of Construction soon speed up the negotiation and arrangement progress, investment capital for the project to upgrade and expand National Highway 62 from the intersection with National Highway 1 to Binh Hiep Border Gate, Tay Ninh province and the project to upgrade and expand route N1, route N2 Long An - Dong Thap section.
After studying, the Ministry of Construction responded as follows:
Regarding upgrading and expanding the N2 route from Long An to Dong Thap. According to the approved Road Network Planning for the period 2021-2030, with a vision to 2050, the existing N2 route, the Long An section (now Tay Ninh) - Dong Thap section of the North - South expressway in the West (Duc Hoa - My An section, 76km long), the 6-lane planning, and the investment process before 2030.
The Ministry of Construction has assigned the My Thuan Project Management Board to prepare a pre-feasibility study report for the North-South expressway construction project in the West, Duc Hoa - My An section.
The Ministry of Construction has developed a medium-term public investment plan for the 2026 - 2030 period for the project and sent it to the Ministry of Finance for synthesis and reporting to competent authorities.
In the coming time, the Ministry of Construction will focus on directing the completion of the Pre-Feasibility Study Report and submitting it to competent authorities for appraisal and approval of the project investment policy.
Regarding the progress of the project to upgrade and expand National Highway 62: The National Highway 03 project (53, 62, 91B) connecting the region, adapting to climate change in the Mekong Delta, using World Bank loans has been approved by the Prime Minister in Decision No. 1445/QD-TTg dated June 30, 2025.
Of which, National Highway 62 through Tay Ninh province, about 76km long, will be invested in upgrading and expanding to meet the standards of a grade III road, with a design speed of 80 km/h, a roadbed of 12 m wide, and a road surface of 11 m wide.
Currently, the Ministry of Construction is directing the Vietnam Road Administration (project investor) to urgently complete the project feasibility study report.
According to the plan, it is expected to approve the project investment in February 2026; organize negotiations and sign a Loan Agreement in the second quarter of 2026; start construction in 2026, complete in 2028.
During the time of completing procedures to start the project, the Ministry of Construction will direct the Vietnam Road Administration to regularly strengthen inspection and repair of damages to ensure traffic safety on the route.
Regarding upgrading and expanding National Highway N1. According to the provisions of the 2024 Road Law and Decree No. 165/2024/ND-CP, the Government has decentralized national highways to localities for management, the Ministry of Construction has handed over National Highway N1 through Tay Ninh province to the People's Committee of Tay Ninh province for management.
Accordingly, the upgrading and expansion of National Highway N1 is under the authority of Tay Ninh province. The Ministry of Construction requested the People's Committee of Tay Ninh province to study the recommendations of voters in the province, proactively study and balance, and arrange capital to invest to meet transportation needs.
