The Ministry of Construction identifies a number of key solutions as follows:
First, strengthen planning work to synchronously develop the infrastructure system. After implementing the merger of provincial-level administrative boundaries and implementing the 2-level local government model, localities need to urgently review, update, and adjust provincial planning, urban and rural planning to ensure effective connections between provinces, mountainous areas with economic centers, urban areas, and major traffic hubs.
During the planning adjustment process, it is necessary to clearly identify priority traffic corridors (national highways, provincial roads, district roads, rescue roads) and allocate resources (land fund, investment capital) for infrastructure works to serve rescue and transport relief goods when landslides occur, and separate traffic.
Second, prioritize resources for investment and upgrading landslide-prone traffic works. Recently, implementing the Road Law, national highways have basically been decentralized to localities for management, investment and maintenance.
Based on the current status of the sections, localities need to review and prioritize the allocation of medium-term public investment capital or legal capital to soon upgrade and raise the exploitation standards of the sections, and to withstand unusual weather developments. At the same time, the Ministry of Construction will coordinate with mountainous localities to promote investment in expressway projects or traffic axes parallel to existing routes to increase mobility when the only route is eroded.
Third, increase the application of science - technology and technical standards suitable for mountainous terrain. The Ministry of Construction directs the research, promulgation and updating of regulations and design standards for mountainous transport infrastructure works, focusing on the ability to prevent landslides, drainage and protect the ecological environment.
Construction solutions such as retaining walls, anti-erosion embankments, steady slopes... will be applied appropriately for each specific geological area and terrain.
By focusing on perfecting the planning system, prioritizing the allocation of resources for transport projects at high risk of being affected by extreme weather (especially the construction of a high-speed road system), while promoting the application of science and technology in effective landslide prevention, control and handling, the Ministry of Construction believes that the quality of transport infrastructure in mountainous areas will gradually be improved, ensuring safety, smoothness, and adaptation to climate change, thereby contributing to promoting sustainable socio-economic development, improving people's lives and strengthening regional linkages.
