Gia Lai voters proposed to study and develop policy mechanisms for the development of dry ports and logistics centers in the area. Voters also hope to support the locality in planning, calling for and attracting investment in logistics centers, projects to build a Central Highlands International Logistics Loading Center with an area of 511 hectares; build 2 dry ports in Nam Pleiku Industrial Park.
After studying, the Ministry of Construction responded to the policy mechanism for developing dry ports in Gia Lai province as follows:
According to the plan to develop the dry port system for the period 2021-2030, with a vision to 2050, Gia Lai province is planned to have 2 dry ports: Nam Pleiku dry port, Gia Lai province plans to have an area of 5 hectares by 2030, customs clearance capacity of 50,000 pepper/year; by 2050, an area of 10 hectares. Le Thanh dry port is planned to have an area of 10 hectares by 2050.
One of the solutions and policies for implementing the planning is to "complete mechanisms and policies on dry ports to encourage and create favorable conditions for businesses in economic sectors to participate in investment, construction and management of dry ports in many forms according to the provisions of law".
Currently, the implementation of investment in dry ports according to the approved planning complies with the provisions of Decree No. 38/2017/ND-CP dated April 4, 2017 of the Government on investment, construction, and management of dry port exploitation.
Propose that the People's Committee of Gia Lai province proactively call for enterprises to invest in exploiting dry ports in the province according to the approved plan. The Ministry of Construction will closely coordinate in the process of the Provincial People's Committee calling for investment.
At the same time, to aim at creating more favorable conditions for organizations and individuals related to investment and exploitation of dry ports, ensuring compliance with the requirements of Resolution No. 13-NQ/TW dated January 16, 2012 of the 4th Conference of the 11th Party Central Committee, Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee and Resolution No. 04/NQ-CP dated January 10, 2022 of the Government on decentralization and delegation of authority, the Ministry of Construction is drafting a Decree amending and supplementing a number of articles of Decree No. 38/2017/ND-CP dated April 4, 2017 of the Government on investment, construction and management of dry port exploitation, expected to be submitted to the Government, expected to be submitted to the Government in December 2025.
Regarding the development of logistics centers in Gia Lai province, the Ministry of Construction responded as follows:
The above contents are chaired by the Gia Lai Provincial People's Committee and have been integrated into the Gia Lai Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1750/QD-TTg dated December 30, 2025.
Regarding the policy, the Ministry of Construction supports calling for and attracting investment in logistics centers in the province according to the plan to promote the development of logistics activities in the locality and the region, contributing to reducing transportation costs. The Ministry of Construction will closely coordinate and provide timely support according to its authority in the process of the province calling for investment.
